應用衛星遙測技術分析判釋廢棄物棄置場區專案工作計畫

中文摘要 本計畫的目的是透過掌握中央單位(環保署)及地方單位(環保局)對於廢棄物管理監測的需求類型、監測課題,來規劃可善用現代遙測科技以協助加強環境監測的項目,建立更周全的廢棄物環境監測系統;並將研究成果建立成為網站提供主管機關或民眾了解本計畫運用遙測技術的方式與監測成果,同步將豐富資料置入環保署地理資訊系統運用。 在機制面運用最新遙測科技協助環保署(包含廢棄物管理處、環境督察總隊)以及各縣市政府環保單位(如環保局)現有的廢棄物管理監測工作,並善用其他單位(空中勤務總隊)已有的遙測環境監測能力、對遙測可協助之代表性的廢棄物管理監測項目,選定監測區進行分析作業,以評估整合後的遙測監測體性的效益。 本年度運用空間分析之資料探勘技術,探討出非法棄置事件與「與河川距離、與道路距離、與聚落距離、高程」等四項因子的資料探勘結果,產生與空間相關的可能棄置區,結合各期衛星影像光譜分析比對。示範驗證區原為176.4452平方公里的面積,過濾出僅8.3822平方公里的疑似棄置區(佔原區域4.75%,約30%精準度),可將關注的可能棄置區域大幅減少約95%,也就是巡察的重點區域僅需要原本的5%左右,可節省大量稽查人力;再運用航照加以篩選更為精準棄置區域,可使得到現場稽查5個點中有4個都是棄置點(80%精確度);甚至特殊不易抵達或封鎖地區也驗證可運用UAV空拍蒐證,使得遙測技術空間科技在輔助廢棄物管理監測上有實質的成效。

The Project of Detecting the Illegal Waste Dumping Fields and Monitering the Landfills with the Appl

英文摘要 The goal of this project is to handle the waste types and waste areas for the EPA and EPB that planned to use the current remote sensing technique combined with the spatial science to set up the waste monitoring system. The research of waste dumping sites can be provided to the administration units and the public to know more information about Taiwan waste situation through the RS research web site (http://waste7.epa.gov.tw/epa_gm/) under the EPA web. In this web site, there are many RS related knowledge and spatial analyzed results will be scrutinized. And the new spatial and RS techniques improve the environment monitoring capability for EPA and EPB, as well as UAV or national airborne service corps can also provide more aerial monitoring ability about the ground waste dumping sites. Totally the resources from different units can upgrade the accuracy of pinpointing the waste dumping sites to obtain more integration profits. In this year, the data mining technique has been applied to analyze the old dumping sites and obtained four factors, in terms of distance between rivers, distance between roads, distance between residential areas and elevation. The possible waste areas can be produced through above four factors and later will be analyzed with RS classification image. The demonstrated area has 176.4452 square kilometers, after the analysis, only 4.75% area has been filtered out as the most possible area, which means 8.3822 square kilometers are the possible waste areas. That means there are almost 95% areas are waste free areas which do not needed to be surveillance. After the final check from the aerial photos, the accuracy lift up to 80% accuracy, which means every 4 out of 5 possible waste sites found in the technique, will be proved as true waste sites on the fields. Even some places are not easy to visit, the UAV will be used to collect the aerial photos proof. Therefore the RS and spatial science can have substantial effects and assurance in assisting the environment supervision.
