99年「強化毒化物安全管理及災害應變計畫-北部環境災害應變隊建置計畫」

中文摘要 本計畫於99年度主要工作項目為協助環保署維持北部環境災害應變隊運作以及協調業者成立毒災聯防應變支援團隊等工作內容為主,其目的在協助環保署強化整體國內毒災防救體系之能力。 今年度持續維持於台北、宜蘭與新竹等三地設置之北部環境災害應變隊,負責台北縣市、基隆市、宜蘭縣、花蓮縣、桃園縣、新竹縣市、苗栗縣及連江縣等轄區,到場應變事故共34件次,除少數事故外,均有2隊到場應變與支援任務,已出勤58場次,一小時到場率為100%,符合環保署成立環境災害應變隊之要求;在平時業務方面,北部環境災害應變隊已協助環保局完成105件次毒災防救業務危害預防及緊急應變計畫之審查、12場次法規說明會、3場次督察大隊業務聯繫會議、2場次動員研討會、2場次聯防小組組訓、100場次臨廠輔導、45場次無預警測試以及完成42場次辦理地方環保機關演習整訓及執行環保署交付全動、反恐、與環境災害相關演習兵推,召開1次專家及機關案例檢討交流會議。轄區內各縣市毒化物運作場廠之重大危害分析工作,已蒐集1038家毒化物運作場廠之資料,召開各縣市專家會議共18場次;為強化國內環境毒災應變技術及國際經驗交流,邀請美國杜邦公司專家來台進行研討,藉由吸收國外專家應變經驗,提升毒災應變技術。在協調成立業界毒災聯防應變支援團隊方面,北部應變隊之應援團隊持續運作,且應援團隊共參與11場次之出勤與演訓。 由於毒性化學物質列管數量的增多,各界防災救災的需求漸趨多元化,期待此計畫之執行,環境災害應變隊抵達事故現場之時間大幅提早,能為國內防災救援體系提供實質上的幫助,一方面降低事故發生後污染之擴散,另一方面更期待毒化物災害發生事件之減少。

Promotion of the Toxic Chemical Safety Management and Incident Response –Establishment the Environme

英文摘要 This project's main task consisted of assisting the EPA strengthen the capabilities of the domestic toxic chemical accident prevention and response system by helping maintain the operations of the Northern Taiwan Environmental Incident Response Team and coordinate the establishment of toxic chemical accident joint prevention response support teams. During this year, the Northern Taiwan Environmental Incident Response Team continued to maintain the accident response teams it had established in Taipei, Yilan, and Hsinchu. These teams were responsible for an area including Taipei city and county, Keelung City, Yilan County, Hualien County, Taoyuan County, Hsinchu city and county, Miaoli County, and Lienchiang County, and conducted a total of 58 on-site response operations, responded to 34 accidents, and maintained a 100% one-hour arrival rate, which met the requirement of environmental incident response teams established by the EPA. With regard to its routine work, the Northern Taiwan Environmental Incident Response Team helped the Bureau of Environmental Protection complete the review of 105 toxic chemical accident hazard prevention and emergency response plans, and held 12 meetings to explain laws and regulations, as will as three joint operation meetings with the EPA's Inspection Team, two mobilization seminars, two joint prevention committee group training sessions, 100 in-plant assistance visits, 45 no-early-warning tests, 40 exercise/training sessions for local environmental authorities and implementation of full-mobilization, anti-terror, and environmental incident exercises and armed forces promotion services on behalf of the EPA, and one expert and agency case review conference. As for analysis of major hazards involving toxic chemical substances at firms within the team's area of jurisdiction, the team has finalized methodologies, collected data of 1038 premises at which toxic chemical substances were handled, and held eighteen countyl city expert meetings. Furthermore, in order to upgrade domestic toxic chemical accident response technology and acquire international experience, experts from the U.S. company DuPont were invited to Taiwan The Northern Taiwan Environmental Incident Response Team's support group continued to coordinate the establishment of industrial toxic chemical accident joint prevention response teams, and participated in eleven operations and training exercises. The growth in the number of controlled toxic chemical substances has entailed a gradual diversification in accident prevention and response needs for all concerned parties. We expected that the implementation of this plan could result in a major reduction in the time needed for environmental incident response teams to arrive at accidents, which could give a substantial boost to the domestic disaster prevention and relief system and reduce the dispersal of pollution after accidents. Furthermore, we expectd that our efforts to prevent and reduce the incidence of accidents could effectively decrease the occurrence of toxic chemical accidents, reduce financial losses and harm to humans and the environment, and fulfill the EPA's policy of protecting the environment and preventing/mitigating accidents and hazards.
