The total duration are twelve month. Each working progress and the statistical period of result analysis in this paper are in accordance with the same timeframe. Each task will follow the scheduled progress, the major working tasks including: VOCs (volatile organic compounds) control, pollution decrement counseling, inspection and examination, project control in Tauyuan Refinery of CPC Corporation, Taiwan, monitoring the regular examination and online declaration, updating/maintaining information system for the continues automatic monitoring facilities, investigating the degree of conformity of CEMS legislation, assisting air pollution control fees investigation and conducting regulation guidance orientations. Each work content and progress will carry out by the original plan and fulfill the contract requirements. The abstract of working results and the schedule are shown in the final report figure 1.4-1.
The yearly emphasis of this project is the controlling operation of the Tauyuan refinery of refining business division of CPC Corporation, Taiwan. The achievements including: (1) assisting the factory to complete the 18 manufacturing procedures of inventory/establishing the equipment components in the plant, for the purpose of keeping the consistency and accuracy with the Stationary Pollution Source Installation and Operating Permit、 air pollution control fees、emissions quantities and seasonal declarations; (2) in the waste gas confusion investigation section, request the factory to re-exanimate and correct the components of the waste gas、total net heat of combustion、the emission rate, as well as the calculation statistics to calculate the accuracy and rationality in the user’s manual. In addition, according to the Volatile Organic Compounds Air Pollution Control and Emission Standard (amended on the1st February 2011), the factory is required to declare the waste gas confusion report and proposal; (3) the improvement progress result of the “independent improvement of air pollution control articles in the Tauyuan refinery of CPC Corporations, Taiwan” demonstrating that there are eight low-overhead waste gas confusion sites has done the flow rate detection and connecting with Environmental Protection Bureau, checking the daily data of flow, being able to handle unusual emission instantly, completed 350 times enclosed tests of facility components, set up an additional soda scrubber at the front of No.2 elevated Hydrogen Sulfide Gas Tower to deal with Hydrogen Sulfide Gas in the sulfur planet, submitting the procedure of turning on/off the stove and the ground flare waste gas analysis regularly; (4) two independent improvement review meetings were hold on 26th July 2010 and 14th February 2011 respectively, to ensure the controlling tasks has been followed properly by offering seasonal counseling/tracking the promissory enforcement procedure of improvement in Tauyuan refinery of CPC Corporations, Taiwan.
The rest of specific working achievements are the followings: the completion of checking throughout the 90 factories and exanimate the degree of conformity of regulation、 reached equipment components checking of 10,048 points、 completed the selection of 3 manufacturing procedure of FLIR、 finished the detection of stationary pollution sources operating with 102 samples、 completed the initial on-site reduction counseling among 6 factories、 finished the RATA examination of 9 times、 completed the CEMS functional check of 28 times、 completed regular supervision of 100 times and internet declaration of 933 times、 used electronic billboard to reach the guidance effect in total of 74 cases and 192 articles、control over 1,279 objectives to collect air pollution prevention fee as well as 194 times of enforcement on the overdue amount of $23,096,193 NTD、 673 times of on-site investigation of air pollution prevention fee、 completed the air pollution preventions fee on declaration of emissions in the fourth season, each of the relevant working contents and detailed results are listing in each chapters among this paper.
