This was a six month, short-term project. The first three months were in accord with the Environmental Protection Administration's annual evaluation; hence the emphasis was on thorough inspection of tasks related to that evaluation. Accordingly, during the first half of the project most human resources were devoted to these types of tasks; and the Environmental Protection Administration's annual evaluation was completed at the end of December in 2010. A follow-up involving the scanning of substantial amounts of data was also completed within the contracted time limit. A summary of the project's results are as follows :
I. Content and Objectives
i. Inspection of specified industrial zones
Based on the EPA's lists of specified industrial estates, we selected the Dajia Youth Industrial Park as a site for investigating stationary pollution sources. There were 268 establishments in the Youth Industrial Park, and we investigated more than 200 establishments.
ii. Investigation of factories on the lists of officially announced and managed sources of pollution from wastewater treatment plants
The goal was to investigate 350 or more establishments of stationary pollution source of factories on the lists of official announcements. Besides checking factories under government supervision, it was also our intent to investigate factories managed by wastewater treatment plants but uncontrolled by government. Those factories found to have emission pollution that should be government controlled were to be reported to EPA, brought to justice, and punished accordingly.
iii. Investigation and check operations of plastics and rubber industry & chemical manufacturing not under management by the EPA
The lists of plastics and rubber industry and chemical manufacturing not under management by the EPA are provided by the Industry and Commerce Registration Division of Taichung. 728 establishments were targeted. Applications were to report to EPA to settle follow-up/expansion tasks, and depending on the situation, premises permitted for installing pollution prevention equipment were to be officially announced by 1 to 8 batches.

(1) Applications which from the third quarter of 1998 to the first quarter of 2007 had 132 boxes and 1,039 volumes.
(2) The EPA's review data, including 27 boxes and 675 volumes.
(3) Dossiers reviewed and permitted by EPA over the years, amounting to a total of 1,069 volumes.
II. Execution results
i. Checking specified industrial estates task
This project investigated operating or shut-down factories stationed in the Dajia Youth Industrial Park, including 136 establishments (7 of which were shut down). According to relevant laws, regulations, and on-site verification regarding stationary pollution sources, not all factories belonged to categories which required application for permission. There were 29 establishments which concluded investigation updated to the stationary pollution source data. It was determined that 8 establishments needed to apply for permission or declare air pollution charges. In addition to notifying manufacturers of the need to deal with these instances according to the relevant regulations, the results had had to be reported to the EPA for purposes of tracking and anti-pollution related operations.
ii. Investigation of factories on the lists of official announcements & management of pollution sources from wastewater treatment plants
Investigation of 17 establishments conforming to stationary pollution sources from factories on the lists of official announcements were completed. Databases were also updated to include new information. Investigation of 357 cases regarding operations in Dali Industrial Park and Taichung Harbor Related Industrial Parks were completed. During the investigations, factories managed by the Combined Wastewater Treatment Plant still needed to pass inspection of stationary pollution sources, in order to determine whether the object(s) in question needed to declare air pollution charges or had premises for permission which were included on the announcement lists. There were 24 establishments which needed to declare air pollution charges or apply for permission of emission stationary pollution sources. Besides notifying manufacturers to deal with them in accordance with regulations as soon as possible, the results also had to be reported to the EPA for tracking purposes and anti-pollution-related operations.
iii. Investigation & check-up of operations of plastics and rubber industries and chemical manufacturing not under management by EPA
830 establishments were investigated (of which 784 establishments had completed forms). Although the top 15 manufacturing factories did not fall under laws requiring installation, changes, or pollution-prevention equipment during operation, they were still required to keep track of pollution sources because annual usage of production and raw materials amounted to at least 30 tons.
iv. Permitted data scan operation
132 boxes were scanned. Files were reviewed by the EPA, which had scanned 27 boxes and permitted 1,072 volumes dossiers over the years.

The final report of checked sites:This project completed investigation of 204 factories within the Dajia Youth Industrial Park, and the objects on the official announcements and managed by wastewater treatment plants amounted to 374 establishments. Investigated plastics and rubber industry and chemical manufacturing amounted to 784 establishments. 132 boxes of applications were scanned from 1998 to 2007, 27 boxes of files were reviewed by the EPA, and 1,072 volumes of dossiers were permitted. The objective of augmenting pollution prevention equipment selected from 150 plastics, rubber, and chemical manufacturing establishments could not be executed because they were incompatible with regulations. Overall, the project had been completed within the contract specifications.

IV. Conclusion
This project was completed within a short term of six-months. The check-up and investigation work was tied to the 2010 EPA's annual evaluation, whose purpose was to assist with related workload projects. Targets selected and executed through this operation were mostly low-emission pollution workshops. Implementation of this project did indeed contribute to improved evaluation results including complete control of pollution sources within the area. Data scanning and archiving operations of about 2793 volumes were completed and will be a great help in providing databases of stationary pollution sources through electronic and online searches.
