The improvement and examination plan of odour pollution from piggeries in PingTung county, which was starting from January 2010, has primary action items focused on piggeries checking and examination, counseling improvement and tracking, ambient functional test, counseling seminars, survey questionnaires, and some related works. There are total 249 piggeries found for each one either has more than 1000 pigs or is located aside the bicycle freeway. Basic data collection and GPS position of those piggeries were done and filed. Totally 474 inspections were done in the operation of piggeries odour pollution examination. The total examination count is higher than the objective 450, including routine examinations, night and vacation examinations, and intensive examinations along the bicycle freeway. There are 126 night or vacation examinations, which met the requirement of one-quarter of total examinations in the contract, to enforce the environment protection policies thoroughly, and to increase examination frequency to reduce the possibility of that some piggeries try to avoid the inspection in cunning way.
So far 41 times of sampling and analysis were done in the operation of odour functional test and analysis. The sampling targets can be differentiated into three groups, one is to sample with our examiners, another one is to sample the piggeries along the bicycle freeway, the other one is to sample large scale piggeries that have more than 3000 pigs per each place. All large scale piggeries met the standard requirements. Following piggeries which did not met the requirements are 大統畜牧企業(股)有限公司(長治場)、大統畜牧企業(股)有限公司(鹽埔分場)、永東畜牧場及炳賢牧場 whose examination result is 55. Currently above piggeries have introduced and completed the counseling and improvement, and installed effective odour isolation facilities. In addition, the project also focused on some piggeries who have potential odour pollution. So far the counseling and improvement operations are done in 11 piggeries on-site. Those 11 piggeries had completed, improved, and installed pro-biotic system in the drinking water, deodorization spray equipments, planting, or odour isolation facilities. Results of the counseling are remarkable.
In addition to investigation, examination, and counseling, two seminars were held in the year to promote the right idea of odour pollution control, and improve the knowledge of air pollution prevention facilities for piggeries’ owners. Hoping to increase people satisfaction by effectively controlling odour pollution in Pingtung county and by publishing all related achievements in press release and on the web-site.
