99年度「嘉義市固定污染源許可稽查管制及空污費催補繳查核暨揮發性有機物稽查與減量輔導暨室內空氣品質宣導推廣計畫」
| 中文摘要 | 自99年3月12日～99年12月31日，各項工作成果摘要如下： 1.落實法規制度：本計畫目前執行 5點次異味官能測定、5 點次粒狀物排放標準檢測、以及16 點次油品硫含量稽查抽測作業。其中，異味檢測有1廠次超過管制標準，已完成處分作業及改善完成。空污費徵收方面，完成98年第4季至99年第3季空污費徵收審查作業，總計57廠次空污費徵收作業，平均申報率及到繳率為100%。硫氧化物及氮氧化物空污費查核方面，目前共計完成43件次，揮發性有機物空污費查核方面共計完成45家次查核，查核缺失現場輔導改正。 2.推動許可制度：年度截至12月止，計有8件許可案件，分別為展延2件次、許可異動申請4件次、設置及操作許可各1件次，目前設置及操作許可於退件中，待業者補正完成提出申請。本計畫為有效落實許可制度，執行許可查核53件次，業者均符合法規，其中，許可查核業者無缺失者共48件，其所佔比例為91%，而查核有缺失者為5件次，其中一件為許可註銷，在許可查核之整體缺失比率約各佔9%。 3.更新固定源排放清單：現階段更新及維護資料庫QA/QC作業150件，經更新後，嘉義市固定污染源總列管公私場所為362家。由完成建檔的固定污染源資料庫資料統計顯示，製程污染排放量部分，粒狀污染物為108.20公噸/年、硫氧化物24.36公噸/年、氮氧化物128.40公噸/年、揮發性有機物149.19公噸/年、一氧化碳39.29公噸/年。 4.相關作業：計畫目前共完成稽巡查作業571件次、20家業者參與室內空氣品質自主管理作業，並針對98年度參與業者，每月執行二氧化碳巡檢作業。另外，本年度總計辦理4場宣導說明會，分別為室內空氣品質宣導講習會1場次與固定污染源許可相關法規宣導會3場次。 | ||

| 英文摘要 | The summary of the operating achievements from March 12th , 2010 to Oct 31st, 2010 are summarized as below: I. The Implementation of law and regulation: This project is currently running 5 times olfactometry odor, particulate emissions 5 times the standard test, and 16 points times the sulfur content of oil sampling tests and inspection operations. Among them, there is a plant odor detection times than the control standards, and was reported to the EPB. This annual plan grasps for 57 places public and private to levy Air pollution charge and respectively for declare SO2 and NOx industry 43 public and private places have been incorporated, 45 of VOCs. It is private places in this year and reach rate of job is 100%. II. Promotion of the licensing system This year six applications were received for review in writing. Two of them were for extension, and four of them were applying for changing. Two of them are in the process of testing. One application was rejected and asked for a re-try. In order to implement the licensing system, 49 inspection of applications were executed and all of them met the regulations. 47 of the cases passed the inspection without any defect. The percentage is about 96% of all applications. Only Two of the cases were disclosed their flaws, one of them have been cancelled the permission. The percentage of having flaw is about 2%. III. Stationary pollution resources emission list uniting and confirming: At the present stage, there are 135 cases in QA/QC database updated and maintained. 362 public and private places data were updated and checked this year in Chiayi City. Statistics from the database shows that there are 108.20 metric tons of granular pollutant per year, 24.36 tones of sulfur dioxide per year, 128.40 tones of nitrogen oxide per year, volatility149.19 tones of organic matter per year, and 39.29 tones of carbon monoxide per year. IV. Relative inspection Inspection of 571 public and private places were completed so far.15 firms joined indoor air quality self-control program. Every month we carried out CO2 examintion once for those companies who participated the plan in 2009. In this year four propaganda orientation were held ; one workshop for indoor air quality , and 3 orientations were promoting the laws and regulations of stationary air pollution sources permission. | ||
