水域化學品污染風險控管及應變技術建置專案工作計畫

中文摘要   為規劃降低我國水域化學品輸運污染風險之管制策略措施,已完成蒐集研析美洲、亞洲、歐洲等國家法規及海洋污染應變資訊,如:美國、加拿大、日本和中國等國皆已訂定強制輸運化學品船舶委託應變廠商之相關法令規定;依據國際公約規範、國際間相關海運化學品洩漏事故與國內港區作業現況,提出海洋運輸化學品事故預防管制的優先對象,包括:化學物質、船舶噸位和裝載方式、海運相關裝卸設施;建議應要求150噸及以上散裝油輪、400噸及以上貨櫃裝載方式的船舶加強應變準備工作,並提出我國輸運化學品船舶執行應變準備的管理系統架構、運作模式及功能;調查評估海事業者現況,提出化學品應變業者之最底應變能量需求建議。   依據IMDG Code分類方式,建置第六類有毒物質之「海運化學品洩漏污染緊急應變作業指引」,並依據各港口化學品裝卸量、航運情形、化學物質水域物理行為模式和危害特性分類,篩選10種高風險海運化學品污染應變技術手冊,擴充技術資料內容包含國際間通用海洋污染物質分類方式及海運慣用化學品運輸包裝標示,提出七種水域物理行為模式之建議應變程序,提供第一線應變人員參考使用。   依據化學物質危害特性、水域物理行為模式和事故可能發生地點,提出不同災害類型合併發生時之優先處置順序,並參考化學物質的比重、蒸氣壓及溶解度等物理特性,提出物質洩漏後產生「蒸發」、「漂浮」、「溶解」或「沉降」等水域行為模式的研別方式和回收處理的策略,以利應變決策參考;此外,為配合推動海洋污染防治相關作業,協助辦理一場次國內專家學者座談會,辦理一場次國內水域化學品污染防治及緊急應變講習會及協助執行國際交流等相關事務。

The Risk Control and the Establishment of Response Techniques for Chemical Pollution of the Waters

英文摘要 Compiled the information collected from the countries of America, Europe, and Asia continents, the project studied their laws and regulations, such as USA, Canada, and Japan, requiring owners and operators of chemical tankers to commission response organizations to make environmental response arrangements. According to the international conventions for the prevention of pollution from ships, global case studies, and the operation status of domestic ports, it is suggested that the priority of regulated objectives includes chemicals, ship gross tonnages, and marine transportation-related facilities, moreover; tankers of 150 gross tonnage and above, and ships of 400 gross tonnage and above in packaged form shall reinforce their emergency preparedness. Comparing with the good experience and workable systems in other countries, the project proposed the structure of management system that chemical carriers implement the emergency preparedness and the suggestion of minimum quantitative requirements for chemical spill response organizations in Taiwan. In accordance with IMDG Code, the guidebook collected information for the Class 6.1- Toxic Substances so that the response action can be guided when the due chemical information is not clarified. After careful data collection and analysis on the chemical transport information around Taiwan, the annual import and export amount and transport frequency of each chemical present in any of the main ports in Taiwan were statistically analyzed for risk assessment. Each chemical’s environmental pollution potential published by MARPOL 73/78 was also assessed and calculated into the risk assessment. 10 most representative chemicals were selected by the risk assessment analysis results, and the 10 marine chemical response handbooks were composed accordingly. Each handbook and guidebook consisted information including specimen labels, hazard symbols, marine pollutant classifications, personal protection, environmental monitoring, and decontamination processes. The established handbooks and guidebook were then published on the website of Taiwan EPA. Additionally, based on the physical behavior of chemical spills in water, the project provides 7 suggested response methods for the first responders as their reference. According to chemical hazardous characteristics, physical behavior, and possible accident locations, the project proposes the response priority of dealing with multiple disasters and combating methods of spilled chemicals. Other assistance included 1 training workshop, 1 domestic expert meeting, and assisting arrangement of international cooperation.
