99年度中部地區河川污染整治推動、輔導及評析計畫

中文摘要 藉本計畫之執行,協助動態管理中部地區重點河川-濁水溪、新虎尾溪、北港溪、舊濁水溪及洋子厝溪,及其他縣市優先整治河川(湖庫)之污染整治計畫,針對可削減之污染對象研擬未來4年(101年至104年)整治策略與措施;同時利用水質模式檢視及預測各項措施對水質改善之效益。此外,亦以「水質清淨程度」、「政府行政管理」、「水岸環境活化及流域生態保育」及「民間投入參與」等面向,進行各縣市污染整治績效滾動管理分析,以展現各縣市流域之整治策略推動成效。並完成50處次主流流量量測及200處次支流排水之水質水量檢測,藉以強化資料完整度以作為水質模式模擬之驗證依據。   於各單位污染整治相關計畫推動的同時,為督促縣市政府正常操作維護現地水質淨化設施,及追蹤都會型河川污染整治計畫推動情況,本計畫協助辦理中部地區既有9處現地處理設施之操作維護查核作業,同時彙整各場址親水環境與流域生態效益;另針對台中市都會型河川-柳川之整治工程則定期追蹤施工進度,以督導工程施作品質與進度。   此外,為強化及推廣民眾參與河川保育及守護觀念,並瞭解政府施政作為,本計畫協助辦理「環保家園 百年好河」系列河川關懷活動及相關資訊網頁製作。河川關懷活動以「河川污染整治」及「省水減污、節能減碳、清淨家園、捍衛國土」為主軸,藉以展現中央、地方政府及民眾攜手合作的河川守護成果;網頁則包含北港溪、舊濁水溪及洋子厝溪之流域現況及整治推動情形。   同時本計畫協助完成編製98年度各縣市、各行業及40條重點流域三類水污染綠色國民所得帳,以提供 貴署施政參考及行政院主計處編算環境品質質損帳之用。另因河川污染整治屬長期推動且涉及層面廣泛,故於計畫執行過程中,亦協助 貴署辦理42場次相關會議,以凝聚境內流域污染整治共識。

The River Pollution Control Program Management of Taiwan Central District, 2010

英文摘要 This project is executed for purpose of assisting in the dynamic management of the pollution control plan on important rivers in Central Taiwan, including Jhuoshuei River, Sinhuwei River, Beigang River, Old Jhuoshuei river and Yanzicuo River, and those (including lakes and dams) in other administrative zones that are prioritized for management, to draw up the management strategy and measures for the next 4 years (2012 to 2015) in respect to the reducible objects of pollution. While the project inspects and predicts in the effects of the measures on the water quality improvement, it also analyzes the pollution management performance by the cities and counties in various aspects like “water clarity”, “governmental administrative management”, “activation of waterfront environment and ecological conservation in basins” and “involvement of private sector”, to bring to light the results of promotion of basin management strategy by these local governments. Measurement of mainstream at 50 places and water quality & flow tests at 200 places in tributaries have been completed to reinforce the completeness of data, which is served as the basis for testifying the model for water quality. In order to spur the local governments to normally operate and maintain the on-site water treatment facilities and to follow up the promotion of the management projects of urban river pollution, this project joins force in the auditing of the operation and maintenance of treatment facilities presently available in nine sites in Central region and gathers the ecological effects in the water-front environment and basins in all the sites, while all units are pushing the pollution management related plans. Regular follow-up of construction of the management project of Willow River, an urban river in Taichung City is also conducted to supervise in both the quality and the progress of the construction. In view of strengthening and promoting people’s concept of involvement in river conservation and protection and their understanding of governments’ achievements, this projects also assists in the series of campaign of care for rivers, “Eco-friendly homeland and century-living clean rivers”, and the making of web pages for related information. The campaign of care for rivers has the theme of “river pollution control” and “Water saving, pollution reduction, energy saving, clean homeland and protecting our territory”, which is used to display the results of cooperation by central, local governments and people on protecting the rivers. The web pages include the current condition and management of the basins of Beigang River, Old Jhuoshuei rive and Yanzicuo River. In addition, this project assisted in the completed preparation of the 2009 Green GNP in the categories of pollutions of local administrations, industries and the 40 important river basins, which is provided as reference for EPA and for the use of compilation of Green national accounts degradation accounts by the Director-General of Budget, Accounting and Statistics, Executive Yuan. Assistance has also been rendered to your Agency in 42 related conventions during the execution of the project to converge the consensus on the pollution management within the basins because river pollution control is a long-term and widely involving engagement.
