99年度各級環保報案中心公害陳情系統功能提昇暨維護管理專案工作(第2年)計畫

中文摘要 「環保報案中心公害陳情案件管理系統」於82年成立迄今,持續擔任受理全國民眾於各種管道所提出之公害陳情報案,系統將陳情案件依所屬轄區及陳情次數特性即時交辦至對應各級31個環保單位處理,99年統計至10月31日止,平均每月超過1.8萬件的陳情業務,本系統已成為各公害陳情業務單位所依賴之重要工具。 本專案除維護系統軟硬體環境以維持相關業務處之正常運作與成長,於今年依業務推動與民意所趨增修64項系統功能,以提昇系統便民與輔助行政績效,計畫期間為確實達到意見整合與政策推動,共辦理2場教育訓練、1場業務檢討會議、9場業務相關會議及16次工作進度報告,會議辦理皆提供會議簡報、講義及說明手冊、講座邀請等,加速計畫目標與政策之達成性。 本年於計畫中統整98及99年度公害陳情處理結果統計,並與各環保單位溝通交換意見,擬定提昇辦理品質與突破困難相關政策之推行。除此之外,於今年度有以下幾點計畫執行重點,以期對於現場稽查與決策支援提供更友善與自動化之平台: 1.本年度配合「公害陳情系統代碼增修」,針對公害陳情系統內行業別(被陳情對象)、污染類別(污染源)及處理類別3項系統代碼進行調整,相關代碼增修事項已於本年度1月1日正式啟用。 2.協助各級環保報案中心公害陳情案件受理人員即時掌握受理案件之時效性,於公害陳情系統內規劃新增「受理案件即時提示功能」。 3.為節省人力及提高案件處理效率,由公害陳情系統接受所有來自1999派工系統所指派之公害陳情案件,並統一於公害陳情系統處理及回覆陳情民眾,大大減少因重覆鍵檔所造成之人力耗費。 4.協助環境督察總隊於本年度6月17日與水保處及其承商召開「河川保育網與公害陳情系統資料介接」討論會議,雙方研議如何使公害陳情管制系統與河川保育網公害陳情案件結合錄案受理,並將查處情形資訊互享事宜。 5.持續追踨一再陳情及民眾滿意度調查不滿意案件之分析,並分別提供一再陳情案件清單交付三區環境督察大隊複查及每二個月一次一再陳情案件妥善處理率交付主辦單位,以同時提昇公害陳情案件處理品質。 6.擴增維護公害陳情案件地理資訊平台;結合全球衛星定位(GPS)技術與應用地理資訊(GIS)系統,利用陳情案件地域性顯示親和度以輔助並提昇稽查人員到達現場案件處理時效,整合端管理者可依公害陳情案件分佈之密度顯示區域警示功能(熱區),達到經驗累積與傳承甚至預測之目的並提供稽查人員即時案件查詢、使用及自選期間功能。

Environmental Nuisance Cases Reporting Center- Environmental nuisance cases MIS Implementation & Mai

英文摘要 「Environmental Nuisance Cases Management Information System」accepted nationwide environmental nuisance cases since 1993 in Environmental Protection Administration. The reporting cases will be assigned to 31 Environmental Protection Bureaus respectively by this system. In 2010, according to statistics, the databases of “Environmental Nuisance Cases Management Information System”, there were over 150,000 nuisance cases which were reported per month. Therefore, the system was an important platform for the task and all the staffs. The goals of this project included system maintenance and data collection of “Environmental Nuisance Cases Management Information System”. This year, the project team gathered 64 new functions needs and suggestions from the users and decision makers. Within this project, implemented 64 functions of the system to make system interface more friendly and satisfy requirements of the users and expectations. The project team held 2 training programs, 9 conferences and 16 project regular checkpoint meetings to achieve the suggestions of users and policy strategies. We provided the meeting briefings, handouts, manual, and experts speeches to promote the morals and strengthen the case management skills during the conferences and meetings. The project analyzed the result of nuisance cases of 2009 and 2010 and differentiated the consistence and significance. The result was analyzed and shared with the environmental agencies staffs. Through the meeting and discussion, the case management quality strategy was addressed. Other than those achievements, there were several targets achieved: 1. Assisted on 2 code implementing and operating matters discussion meeting, the code had been used in Jan.1 2010. 2.“Nuisance cases accepting reminder”was established for “Environmental Nuisance Cases Management Information System” to assist accepting time controlling. 3. Data exchange mechanism work from “Environmental Nuisance Cases Management Information System” to 1999 system to share resource efficiently. 4. Hold a meeting for “Environmental Nuisance Cases Management Information System and River Protection Website data exchange” to discuss accepting way centralization. 5. Keep tracing and analyzing frequent nuisance cases and the results which people were not satisfied until to be made improvement. 6. Developed “Environmental Nuisance Cases Geographical Information Systems”: Integrating with leading-edge technology such as GPS and GIS, and to increase geographical view and action efficiency. Decision makers could analyze from the geographical view such as the hot zone could be defined of higher nuisance cases areas and should put more efforts to reduce the major pollutions. All the geographical points and the inspection results could be accumulated and also could a good prediction tool for decision makers to set up the strategy priority.
