提昇生活廢棄資源減量執行成效及執行機關輔導查核

中文摘要 本計畫目的為檢討我國垃圾處理方式,配合資源永續及「零廢棄」趨勢,由過去末端處理方式漸採「源頭減量」與「資源回收」為主,按照「垃圾處理方案之檢討與展望」計畫工作,訂定我國「垃圾零廢棄」政策目標,同時配合資源回收再利用之規定,全面推動「垃圾零廢棄」之總體垃圾減量及資源回收等政策,提倡以綠色生產、綠色消費、源頭減量、資源回收、再使用及再生利用等方式,將資源有效循環利用,逐步達成垃圾全回收、零廢棄之目標,以期達成109年總減量75%目標,與先進國家同步建立「零廢棄社會」。本計畫完成之工作事項與改善建議:(1)辦理50處執行機關與17處水肥處理設施現場訪查作業,輔導查核一般廢棄物清理及回收再利用成效。(2)全國垃圾清運量由99年每人每日0.482公斤,減少為100年9月每人每日0.437公斤,99年回收率由回收率48.26%,於100年9月提升至51.48%。(3)協助研擬訂定「水肥清理管理現況檢討及因應對策」,並協助地方縣市執行機關水肥妥善處理事宜。(4)持續彙整「一般廢棄物資源循環推動計畫」執行成果,並協助研擬訂定「資源永續循環利用推動計畫(草案)」之「垃圾源頭減量及資源回收精進策略」。(5)持續辦理清潔隊員營運管理相關業務之考察督導,了解五都升格後之實際管理現況,並請縣市執行機關共同參與研商會議。(6)建議應考量地區實際操作情形與清潔隊執行清運工作頻率等因素,辦理強化垃圾分類及資源回收工作之因地制宜配套措施。(7)建議水肥設施不足縣市政府應積極協調轄內相關設施污水處理廠協助妥善處理水肥。

Promote general waste reduction and execution achievement and assist investigating government execut

英文摘要 The main purpose of this project was to evaluate general waste treatment methods in Taiwan. To achieve the goal of sustainable resource and “zero waste” trend, the policy has changed from final disposal to source minimization and resource recycling. According to the “Review and Outlook of Trash Treatment Program” project, the ultimate goal of zero waste has been made. With the regulation of resource recycling, the Taiwan EPA fully promoted the policies of waste reduction and resource recycling, encouraging green production, green consumption, resource recycling, reuses, and regeneration. By recycling resource effectively, we would gradually reach the goal of entire waste recycling, zero waste, and total reduction of 75% in 2020, and would simultaneously build a “zero waste society” as other advanced countries. The following perspectives were achieved and recommended. (1) The project visited 50 local executive government agencies and 17 septic tank waste treatment facilities and evaluated the achievements of general waste treatment and recycling performance. (2) The amount of garbage cleaning dropped from 0.482 kg per capita per day in 2010 to 0.437 kg per capita per day in September 2011. The recycling rate rose from 48.26% in 2010 to 51.48% in September 2011. (3) The project assisted in stipulating the “Fact and Strategy of Septic Tank Waste Treatment and Management” policy and advised local government executive agencies of proper septic tank waste treatment methods. (4) This project kept compiling the executive achievements of “Promotion of General Waste Recycling” project and assisted in drawing up the “Source Reduction of General Waste and Resource Recycling Improvement Strategy” of the “Promotion of Sustainable Resource Recycling” project (draft). (5) The government should keep supervising the management of local cleaning team members to obtain the realistic management situation after five cities were promoted to municipalities, and should invite local government agencies to participate in the symposium. (6) Considering practical operating factors in local districts and cleaning teams’ labor hours, decision makers should determine the supplementary measures of the “Garbage Sorting and Resource Recycling” policy based on local topographic conditions. (7) Suggested that local governments with insufficient septic tank waste treatment facilities should enthusiastically coordinate the wastewater treatment plants to assist in treating septic tank waste properly.
