100年度雲林縣離島工業區揮發性有機物查核暨減量計畫

中文摘要 本計畫執行期程係自100年4月1日至100年12月31日止,共計9個月,主要工作項目包括:1.配置執行本計畫適切人力執行執行相關查核業務。2.執行設備元件稽查管制作業,其中元件稽查檢測至少50,000點次並至少需完成10製程及離島工業區列管元件數量10%之現場清點作業,另以「紅外線影像氣體微漏偵測儀」執行設備元件洩漏檢查至少100小時;揮發性有機液體裝載場之設備元件檢測20場次。3.完成屬列管儲槽儲槽查核暨調查作業,另外,以連續自動監測儀器進行至少20座儲槽揮發性有機物逸散量測作業。4.進行44個樣品數之廢氣燃燒塔廢氣成分檢測作業,以掌握廢氣燃燒塔之排氣組成。5.辦理離島工業區裝載場逸散量測暨最佳可行控制技術會議2場次 6.協助執行污染源相關管理作業並配合本縣空氣品質惡化或重大空氣污染事件執行固定污染源之相關緊急應變措施。7.計畫開始執行日起10工作天內完成人員進駐,並完成工作人員職前教育訓練。8.若發生空氣污染緊急應變事故,得自行邀請專家學者提供諮詢並協助處理並配合本縣SIP計畫執行項目與本局工作檢討會。 目前列管工廠數共21個,有效許可證約173張,其中包含163張操作許可證及10張設置許可證。截至100年9月30日止,離島工業區已完成建造之製程數共168個,達環評預計建造之84.8%。 離島工業區各工廠排放口數為393根,儲槽則為1,878個,設備元件數1,986,362個(簽約時1,896,269),裝載場數量135座及廢氣燃燒塔45根。其中排放口數以塑化輕油廠40根次最多,各占總排放口數的10.12%,其次以塑化烯烴三廠及台塑聚氯乙烯廠各22根次佔總排放口數的5.56%。儲槽則以塑化輕油廠的290座最多佔總數15.44%,其次以塑化碼槽處404座佔列管總數6.07%及大連化工麥寮廠106座佔列管總數5.64%。設備元件則以塑化輕油廠的462,315個最多佔總列管元件數的24.13%,其次是台化芳香烴三廠為125,162個元件佔總數6.53%及台化芳香烴二廠71,163個元件佔總數的3.71%。裝載場部份以塑化碼槽處28座佔列管總數20.74%最多,其次以大連化工麥寮廠20座佔列管總數14.81%及塑化輕油廠16座佔列管總數11.85%。目前列管中的廢氣燃燒塔共45根,以塑化輕油廠6根佔列管總數13.33%最多,其次為塑化烯烴二廠、三廠及大連化工麥寮廠各3根佔6.66%。 本計畫執行期間具體工作成果包括;共完成完成94廠次的設備元件清點,其中單一製程全數清點完成之製程數共計有10個,累計清點數達208,800顆,佔簽約時之11.01%,查核期間共發現439個元件未建檔,其中未建檔之元件,以閥為最多,其次為管牙。 設備元件共完成51,003顆稽查檢測作業,其中元件型式有法蘭(F)256120點、閥(V)13857點、開口閥(O)4153點、泵浦(P)357點、釋壓安全閥(R)171點、取樣連接裝置(S)147點、其他連接頭(N)6102及鵝型管597點,另外還檢測6點管線,共發現12點濃度超過洩漏管制值10,000ppm,皆依法開單告發共查處120萬元。 紅外線影像氣體微漏偵測儀(FLIR)偵測作業,共完成20廠次40個石化製程共102小時的設備元件紅外線氣體成像儀之洩漏篩檢,其中發現17件洩漏。洩漏點中以管線洩漏佔最多,計有7件,佔41.2%;其次為閥,有3件,佔17.6%;法蘭洩漏則有11.8件,佔25%;泵浦有2件,佔11.8%。 儲槽法規符合度作業共查核了770座儲槽,其中固定頂式儲槽查核數量為264座,內浮頂式儲槽查核數量為244座,外浮頂式儲槽查核數量共為40座,壓力式儲槽查核數量為222座,查核結果發現有250座儲槽有缺失,主要缺失分為四大類,包括:一、資料錯誤,二、儲槽未保持氣密狀態,三、屬新增列管尚無防制設備,四、浮頂槽資料缺失。 有機液體儲槽檢測作業,淨檢測值前三名分別為長春石化麥寮廠固定頂儲槽T008檢測濃度28,436ppm最高,其次依序為台化芳香烴二廠內浮頂儲槽TN34的9,034ppm,及台化芳香烴三廠內浮頂儲槽TF06的7,521ppm。若以氣密狀態值1,000ppm為是否保持氣密狀態判定基準,總共有7座儲槽最高淨檢測值大於1000ppm。此外,計畫執行期間20座儲槽量測中,最高淨檢測值低於1000ppm的儲槽共有13座,其中內浮頂式有12座,固定頂式儲槽僅1座;大於1000ppm之儲槽,固定頂式的有3座,內浮頂式也有4座。 廢氣燃燒塔排氣組成掌握方面共完成44根燃燒塔廢氣成分分析,其中含有硫化氫且超過管制標準650ppm者有塑化輕油廠AR02與AR04;另外含有苯者共有8支,其中以台化芳香烴二廠、台化芳香烴一廠及台化合成酚廠最高;另外含有丙烯腈者有13支,其中以台化ARO一廠最高。

The 2011 Project of VOC inspection in offshore industrial zones, Yunlin County

英文摘要 The execution of this project spans a nine-month period from April 1 to December 31, 2011. The tasks chiefly include:1. Allocating adequate human power for the execution of the related checking and auditing in this project. 2. Performing the checking and control of equipment components, where over 50,000 times of checking and control on components, at least ten processes and on-site quantity checking of at least 10% of controlled components in off-shore industrial parks were completed; also made was 100 hours or more of the checking of equipment component leakage by using “IR image gaseous leakage detector” and 20 rounds of checking on equipment components in VOC loading yard. 3. Completing the checking and investigation of controlled reservoirs and VOC emission measurement in over 20 reservoirs using continuous automatic monitoring instruments. Testing the exhaust composition at 44 samples of exhaust flares to be comprehensive of the flare exhaust composition. Holding two meetings on emission measurement and optimal viable control technology at loading yards in off-shore industrial parks. 6. Assisting in the execution of polluting source management and performing the stationery polluting source-related emergency responses on the occasions of air quality deterioration or severe air polluting incidents in the County. 7. Having the personnel stationed within 10 days after project execution began and completing prior training for the staff. 8. Allowed to autonomously consult and be assisted by experts in case of accidental air pollution and joining review meeting with the Bureau on the County’s SIP project tasks. Currently the number of controlled factories is 21, and that of valid permits is 173, including 163 permits to operate and 10 permits to install. As of September 30, 2011, the number of processes having been completed in construction in off-shore industrial parks was 168, accounting for 84.8% of the estimated construction under environmental assessment. There are 393 chimneys, 1,878 reservoirs, 1,986,362 equipment components (1,896,269 at time of signing contracts), 135 loading yards and 45 flares in off-shore industrial parks. Of the above, 40 chimneys are at the plastic crackers, taking the biggest share at 10.12% of all the chimneys, followed by 22 each at the #3 Olefin plant and the Formosa PVC plant, each accounting for 5.56%. Formosa Cracker has the most reservoirs, 290 of them accounting for 15.44% of total, followed by Formosa Chemical Terminal Storage Tank Area with 404, accounting for 6.07% and Dairen Chemical Corp. at Mailiao, with 106, 5.64%. Formosa Cracker has the most equipment components, 462,315 of them accounting for 24.13% of the total number of controlled components, followed by Formosa Chemical #3 aromatic hydrocarbons plant, with 125,162 components, which is 6.53% and Formosa Chemical #2 aromatic hydrocarbons plant, with 71,163 components, 3.71%. Formosa Chemical Terminal Storage Tank Area has the most loading yards, with 28 of them, accounting for the largest 20.74% of all controlled number, followed by Dairen Chemical Corp. at Mailiao with 20 yards, 14.81% and Formosa Cracker plant with 16, 11.85%. There are currently 45 controlled flares in all, of which six are at Formosa Cracker plant, accounting for the biggest 13.33%, and three at each #2, #3 Olefin plants and Dairen Chemical Corp. at Mailiao, 6.66% each. Concrete results of tasks during the execution period of this project included: the completion of 94 times of counting of equipment components at factories, of which were 10 single processes having been fully counted, resulting in up to 208,800 components, representing 11.01% of the signed quantity, also the discovery of 439 components without file created, of which valves were the greatest majority, next to which were pipe threads. The checking of a total of 51,003 equipment components was completed. These components came in the types of flange (F), at 256120 locations, valves (V), at 13857 locations, opening (O), at 4153 locations, pump (P), at 357 locations, relief valve (R), at 17 locations, sampling joints (S), at 147 locations, other joints (N), at 6102 locations and goose-tube, at 597 locations. Also made was the inspection of six pipelines, with 12 locations found with concentration higher than the leakage controlling value of 10,000ppm; these have been dealt with by NT$1.2 million of fine. The IR image gaseous leakage detection (FLIR) completed a total of 102 hours of screening by imaging in 40 petrochemical processes in 20 operations, and found 17 cases of leakage. Of the leaking points, pipeline leakage was most common, 7 cases of it, representing 41.2%, followed by valves, in 3 cases, 17.6%, flanges, in 11.8 cases, 25% and pumps, in 2 cases, 11.8%. A total 770 reservoirs have undergone checking of legal compliance, of which 264 were fixed on-top reservoirs, 244 internal floating on-top reservoirs, 40 external floating on-top reservoirs and 222 pressurized reservoirs. The checking results discovered 250 of them with flaws in four types: 1. incorrect information, 2. failure to maintain hermetic condition, 3. being under new control, lack of preventive and controlling devices, and 4. missing information on floating on-top reservoirs. The checking of organic liquid reservoirs resulted in top three measurements: T008 concentration at 28,436ppm in the fixed on-top reservoir at the Mailiao plant of Chang Chun Group, TN34 at 9,034 ppm in the internal floating on-top reservoir at Formosa Chemical #2 aromatic hydrocarbons plant, and TF06 at 7,521ppm in the internal floating on-top reservoir at Formosa Chemical #3 aromatic hydrocarbons plant. The assumed 1,000ppm as the criterion for determining hermetic condition achieved was exceeded by the tested maximum value at 7 reservoirs. Additionally, of the 20 reservoirs under test during the execution of the project, 13 were with highest value below 1,000ppm, of which 12 were internal floating on-top type and only 1 fixed on-top type; the rest were over 1,000ppm, 3 being fixed on-top type and 4 internal floating on-top type. The flare emission composition checking completed analysis in 44 flares. Those containing hydrogen sulfide which also exceeded the criterion of 650ppm were AR02 and AR04 at Formosa Cracker. There were also 8 flares found with benzene content, Formosa Chemical #2 and #1 aromatic hydrocarbons plants and synthetic phenol plant of Formosa Chemicals & Fiber Corp. being the worst; also, 13 flares had ACN, #1 ARO plant of the same corporation being the worst.
