加強推動工業廢棄物清理管理計畫-電弧爐煉鋼爐碴及集塵灰、鋁二級冶煉業鋁碴及集塵灰清理查核管理計畫

中文摘要 台灣地區電弧爐煉鋼廠每年產生之有害集塵灰約達13~16萬公噸,97年以前因回收再利用處理廠容量不足,導致國內集塵灰貯存量超過50萬噸以上,經環保署及工業局協助增設2座新技術實廠及1座擴建處理廠後,自99年起集塵灰年處理量已開始大於產生量並逐步處理貯存之集塵灰,惟仍需加強督導業者加速清理及妥善貯存。本計畫即透過23廠次電弧爐煉鋼廠、3廠次集塵灰中間處理機構、7廠次爐碴再利用機構之現場查訪作業及13件次之集塵灰貯存延長申請案,以督促電弧爐煉鋼爐碴及集塵灰確實依廢棄物清理法及相關法令規定妥善處理及再利用,同時透過28樣煉鋼爐碴及集塵灰之採樣分析掌握該等廢棄物之特性,經現場查核結果電弧爐煉鋼爐碴及集塵灰皆能妥善貯存及清理或再利用,惟集塵灰仍有未能達成環保署訂定之分年處理目標及於103年6月30日前全數處理完成之問題,電弧爐爐碴則有再利用產品滯銷及再利用管理方式待檢討解決之問題。針對未能在103年6月30日將貯存集塵灰全數處理完成之問題,本計畫並已完成檢討分析並研提加速清理執行措施,提供相關主管機關解決煉鋼集塵灰長期貯存問題。 此外,本計畫另透過10場次現場查核調查鋁二級冶煉業鋁碴及集塵灰之產出清理現況及10樣鋁碴之成分分析檢測,完成評估相關可行處理技術與源頭減量可行技術,並規劃短、中、長程解決對策,提供環保署解決鋁碴處理問題。

The Audit and Management of Slag and Dust from Steel-Smelting EAF& Aluminum Secondary Metallurgy

英文摘要 There are about 13 to 16 million tones of hazardous electric arc furnace (EAF) dust generated by EAF steel smelting plant every year in Taiwan. The shortage of recycling treatment capacities led to a huge quantity of EAF dust of more than 500,000 tons. With the assistance from the Taiwan Environmental Protection Administration (EPA) and the Industrial Development Bureau (IDB), the construction of 2 new treatment plants and 1 expanding treatment facility had led to the results of annual EAF dust treatment quantity exceeded the annual storage amount starting from 2010. However, the supervising work of cleanup and proper storage still needs to be reinforced. This project has implemented on-site auditing of 23 steel plants, 3 EAF dust recycling treatment plants, 7 EAF slag recycling treatment plants; examined 13 applications for extending the EAF dust storage period; sampled and analyzed 28 EAF dust and slag samples in order to urge the EAF steel-smelting dust and other industrial waste generators to follow the Waste Disposal Act and other relevant laws and regulations. After on-site investigation, this project has found that the EAF dust and slag were stored, cleaned-up and treated properly, but the stored EAF dust quantity still couldn’t meet the annual treatment goal and complete the whole treatment before June 30, 2014. The problems of slow selling EAF slag recycled product and the recycled product management are still unresolved. Regarding the problem of couldn’t complete the entire treatment mount of the EAF dust, this project has already proposed measures to accelerate the treatment task and resolve the problems of proper storage of steel-smelting slag. In addition, through on-site auditing of the production and treatment of aluminum dross and dust from 10 aluminum secondary metallurgy plants and 10 aluminum dross sample analysis, this project has completed the evaluation of feasible treatment technology and source reduction techniques. Furthermore, with respect to aluminum dross treatment problems, this project has also provided countermeasures for EPA reference.
