The project analyzes international and domestic certification systems, including the Sustainable Jersey, Eco-school USA Award, and EU Green Cities to establish the certification mechanism framework of Sustainable low carbon homeland.
Sustainable Jersey is a certification program which combines lots of resources. It provides education, training, and information for sustainable municipalities. All municipalities apply for the certification need to build a green team first. According to the action plan, the certification program provides different sources of incentives and subsidies, holds training workshops, and illustrates some successful cases. Sustainable Jersey awards will be held annually, and there will be some publications and advocacy activities, which help to improve the visibility of the awarded municipalities.
Eco-School is an internationally acclaimed program that provides a framework to help educators to integrate sustainable principles throughout their schools and curriculum. Each registered school has to pass seven steps to become an eco-school, including the establishment of An Eco-Action Team, Environmental Audit, Eco-Action Plan, Monitor and Evaluate, Link to Curriculum, Involve the Community and Creating Your Eco-Code. Once a school has registered and implemented the seven steps, it can apply for an Eco-Schools award. There are three levels of the award system. The first two levels are the Bronze and Silver awards which are self-assessed. The top level is the Green Flag award, which must be assessed by an Eco-Schools USA assessor and renewed every two years. A school is considered to be a permanent Eco-School once it has gained its fourth Green Flag.
Based on the above international and domestic certification systems, a mechanism framework has been established to certifiy sustainable low carbon community/city in Taiwan. According to the design, all cities and counties are required to participate in the certification program, but the township and community are voluntary to participate.
