Sustainable development is defined as the development that meets the needs of the present, without compromising the ability of future generations to meet their own needs. The United Nations as well as many countries and cities around the world have all been working towards sustainable development as measured by the Sustainable Development Index at international, national, or local levels. Accordingly, the Taichung City Government has recently drawn up an “Agenda 21 of Taichung.” This is a prospective 100 year development plan to guide the long-term direction and strategies of sustainable development for the city. It is presented with the hope that the city’s development goals and direction of efforts can be made more consistent and far-sighted and that environmental, social, and economical development can be kept in balance over time.
Taichung City Sustainable Development Plan addresses the goals, strategies, and execution plans for the sustainable development of Taichung City, as well as an SDI-assessing system and its management mechanism. Fifty four Sustainable Development Indexs are established for evaluating the status and performance of each stage with respect to critical issues. The suggested mechanism of legislation, organization, tracking, appraisal and calibration for this plan was also included. The participatory activities integrated public/private comments of issues and priorities were taken in every stage, includes 2 local trainings, 3 forums and interviews with interest groups, besides of questionnaire surveys and media promotions.
