100年度桃園縣空氣品質監測站操作維護計畫

中文摘要 本計畫執行期間,依規定完成各空氣品質監測站維護工作,包括自動監測站119站次雙週維護、60站次月維護、20站次季維護、5站次年維護;人工監測站84站次操作維護、168站次採樣分析-TSP(PM10)、84站次採樣分析-落塵筒。及今年汰換儀器(THC儀、PM10儀)與新建儀器(PM2.5儀),並建立微氣象站與監測資料收集系統備援機制系統、測站搬遷、擴充中壢辦公室及技術轉移教育訓練等工作,加上每月會議持續檢討與改善,以強化維護工作品質;測站品保作業經第三方單位執行合計4次功能檢查與年度績效查核,各項缺失均已完成檢討與立即改善與檢討,以使測站持續正常運轉並預防後續缺失情形發生。各測站年平均資料可用率分別為,內壢站98.85%;新興站99.53%;三民站99.01%;蘆竹站98.42%;觀音站98.51%。數據統計分析顯示,各站測值變化符於監測特性,交通源主要污染物如CO、NOx等物種均以交通測站之三民站偏高;而固定源污染物可能受到工業區排放影響如SO2測值,以位於觀音工業區之觀音站與鄰近興隆工業區之蘆竹站,測值明顯偏高於各測站。大氣環境區域性污染,如O3和PM10則各站濃度變化趨勢相近。本年度觀音站PM10高值超過環境空氣品質情況偏多,檢查儀器狀態與控制參數正常,顯示本站因位於工業區內受到污染排放影響。人工監測站污染特性均以大園工業區站有檢測濃度高值情形,如總懸浮微粒、硫酸鹽、硝酸鹽及氯鹽等,持續監測當地空氣污染物濃度變化,以供後續空氣品質管制策略因應參考。

Air Quality Monitoring Site Operation and Maintenance in Taoyuan Country of 2011

英文摘要 This plan execution period, completes various air quality inspection station maintenance work according to the stipulation, Including biweekly maintenance of 119 stations, monthly maintenance of 60 stations, quarter maintenance of 20 stations, year maintenance of 5 stations in the automatic monitoring stations; operation and maintenance of 84 stations, sampling and analysis-TSP (PM10) of 168 stations, sampling and analysis- dust cylinder of 84 stations。and this year selects trades the instrument (THC, and PM10 analyzer) with the newly built instrument (the PM2.5 analyzer), and establishes the micro weather instrument and data collection process of backup system, moving monitoring stations and expand Jungli office of TYEPB and so on technology transfer education and training, in addition the conference examines continually every month and improves, strengthens the maintenance work quality; The survey station guarantees the work to carry out after third party unit equals 4 functional checks and the year achievements checks, each flaw has completed the self-correcting with to improve immediately and to examine, causes the survey station to continue the normal work and to prevent the following flaw situation occurrence. The average annual data available rate within Ne-Li station 98.85%; Shin-Shing station 99.53%; San-Ming station 99.01%;Lu-Chu station 98.42%; Guan-In station 98.51%.The data statistical analysis demonstrated that each station measured the value in style of the monitoring characteristic, transportation source main species and so on pollutant like CO, NOx got highest in San-Ming station; But the stationary source pollutant possibly receives industrial district emissions influence like SO2 to measure the value, is located at Guan-In industrial district to Lu-Chu station with the neighbor industrial district, measured that the value is higher than various survey stations obviously. Atmospheric environment regional characteristic pollution, if O3 and the PM10 each station density change tendency is close. This year Guan-In station got PM10 higher value to other ones, after checking the monitoring device condition and the controlled variable are normal, demonstrate the original station under the pollution emissions influence located at the industrial district. The artificial inspection station polluting property has the examination density highest value situation by the Da-Yuan industrial district station, like the total suspended particulate, the sulfate, the nitrate and the chlorine salt and so on, monitor the local air pollutant density change continually, supplies the following air quality control strategy in accordance to the reference.
