This project assists the EPA（Environmental Protection Administration） in completing the formulation of strategies recommended for overall control of domestic wastewater and starts the reduction measures of domestic wastewater and the formulation of strategies specifically for public sewage system, community sewage system, building sewage treatment facility and septic tanks, as follows.
The recommendations for the priority on public sewage system implementation are drawn up with the progress of the “Phase-4 sewerage construction plan” summed up and in consistence with EPA’s focus on river pollution control. On-site checking has been done on public sewage systems in operation at 30 places which were selected nationwide, and guidance for auditing operation is compiled. Analysis is made in the current use rate of public sewage treatment plants, with recommended measures of increasing such rate proposed.
In community sewage systems, on-site checking has been made at 50 communities; guidance for checking operation especially for community sewage systems was compiled too as reference in execution by local-level EPBs. For community sewage systems, the results of “water conservation, waste reduction and reusing” promotion were evaluated. After first evaluation and re-evaluation, the communities were elected for the “Best water conservation award”, “Comprehensive excellence award” and “Creative reuse award”.
Assistance was given in the promotion of regular cleaning of septic tanks. Review was also made in the nightsoil treatment capacity of the counties and cities, in which 30 public facilities were singled out as the recommended list of prioritized substitutions for those counties and cities with insufficient capacity.
Management of sewage, both domestic and abroad, and example cases were gathered; master plan of sewage control and short-, mid- and long-term action plans were made.
Assistance was given in the revision of legal operation related to household sewage control, drawing up the recommendation for additional control articles on public sewage systems and community sewage systems.
A total of 131 cases of new applications and inspection form filing for review registration of sewage treatment facilities in pre-fabricated were completed; assistance was given in the updating and maintenance of this system and the production of propaganda design in sewage management in total three documents.
