Project Achievement Abstract
The project consists of six main parts as presented below:
1. Compilation of GHG reduction and low-carbon development strategies in cities around the world
This project has analyzed Freiburg, Malmö, Vancouver, Kitakyushu City and New Taipei City in terms of their low-carbon city development policies and strategies. It was found that low-carbon city development strategies mostly focus on the use of renewable energy, promote energy conservation and management, recycling of resources, low-carbon residences and low-carbon transportation.
In the area of carbon trading, the details of EU ETS, RGGI and the Tokyo Cap-and-Trade Program have been collected and analyzed. However, since Taiwan Environmental Protection Administration (TEPA) is already in the phase of setting up a national carbon trading platform, Taichung should consider participating in TEPA’s trading platform first.
This project has also proposed measures and suggestions that fit into Taichung’s low-carbon development strategies.
2. Estimation of Taichung’s GHG emission data and design reduction measures
This project has compiled Taichung’s sectoral GHG emission data in 2009 and 2010¸ which provides an emission profile for different sectors but can also act as the baseline for future emission reduction. Furthermore, it is forecasted that in the next 10 years emissions linked to energy usage in industries and industrial process will be the top contributors and have the fastest growth. Revision suggestions for the short, mid and long-term resource usage, emission reduction, average per capital emission targets and reductions measure along with the six flagship action plans are also provided in this project.
3. Assistance in the participation in international events and linkage with international environmental policies
This project has assisted Taichung City in becoming a member of the ICLEI on November 17th, 2011. The project has also obtained and analyzed ICEL-CCP reports of Chicago, London, and 14 Japanese cities. It is suggested that Taichung’s CPP report can be based on “Taichung Low-Carbon City Construction White Paper” while referencing other cities’ CCP reports. Moreover, “Taichung Low-Carbon Sustainable Development Forum” took place on May 20th, 2011, with presentations related to the development of low-carbon city.
4. Preliminary Planning of the Zero-carbon Educational Demonstration Center
This project suggests that the Demonstration Center should have its own day-to-day purpose while a small area within is set-aside for educational display for aspects and features that are better conveyed in the form of museum demonstration while other low-carbon designs can observed through a tour of the Center. It is also suggested that the Center should obtain both Diamond rating for the EEWH and Platinum rating for LEED in order to declare Taichung’s determination and make a statement.
5. Inventory and energy conservation auditing for industry and the residential and commercial sectors
This project has established emission inventory according to emission calculation protocol provided by TEPA for the top 60 public and private emission sources and seven sources already registered in the 2008 contributed to 90% of Taichung’s emission.
In terms of energy conservation of residential and commercial sector, the “Low carbon storefront transformation team” was formed and has finished performing GHG inventory and produced energy conservation and emission reduction suggestion reports for 40 sites. Furthermore, detailed inventory for 20 offices in the Taichung New City Hall were also performed.
6. Evaluating performance in energy conservation and emission reduction in coordination TEPA
Fifty energy conservation and emission reduction promotion sessions were held. In terms of “Carbon Emission Reduction Logos Design”, 8 communities have been counseled and have achieved significant results. Furthermore, the “Green Lifestyle: Energy Conserving and Carbon Reducing” writing competition received 254 entries. In the 2011 annual “Counties, Townships and Villages Carbon Reduction Performance Assessment”, Taichung received 91.69 points and was rated “Excellent”.
