The LPG price subsidy processing, reviewing, and appropriation from January to December of 2011 had been completed for this project with a total application of subsidy from each station for 116,218,805.812 liters and a total value of 137,791,011 NTD. Each review operation zone was separated into on-site auditing for each season and quality review was completed each month while on-site auditing had been carried out in April, July, October and December (in 2011) respectively. There were 202 auditing stations in total; the auditing elimination ratio was 6.2%. The monthly quality review was directed into the index platform of the database, which automatically pointed out the irregularities and records for additional gas. The elimination ratio, after screening, reached 15.3%. Since the auditing was performed voluntarily and monthly, it resolved the long-term problem of having insufficient video footage archive, which should be able to provide video footage of 3 months, at the gas refuel stations.
In response to the lowering of LPG selling price subsidy policy, stabilizing of LPG price differences, and the new floating subsidy policy instigated in 2011, the project, coordinating with the adjustment time of floating selling prices of 95 unleaded petroleum and LGP, will has officers announced the latest amounts of subsidy promptly. Besides announcing the amounts via the website, the project also sends the announcement to gas refuel stations, to 3 staff members working at the stations via fax and text messages respectively. 64 announcements in total had been sent out during 2011. Past amounts of subsidy could be looked up on the website; other functions, such as, receiving text massages and electric faxes were also provided on the website. The system could calculate the amount of subsidy, verify the amount and send out the number and the time automatically. The whole procedure was done via computers to save time and reduce errors.
The questionnaires which had been issued to the owners of hybrid-LPG vehicles, regular gas vehicles, gas refuel stations and re-equipping factories, completed a total of 1,081 copies of site visits. Results showed that most car owners would inquire for the current amount of subsidy at gas refuel stations. In addition to informing owners the current amount of subsidy, the staff rarely informed them price differences actively. The project advises gas refuel stations to inform car owners the price differences actively, as the differences of subsidy amounts will have an influence on owners’ willingness to refuel gas.
