100年度加強移動性污染源-機車排放空氣污染物稽查管制計畫
| 中文摘要 | 瑩諮科技股份有限公司承接臺北市政府環境保護局衛生稽查大隊「100年度加強移動性污染源-機車排放空氣污染物稽查管制計畫」，自100年4月22日執行至101年4月21日止，茲將本計畫目前工作成果摘要如下： 一、稽查作業 (一)攔檢作業： 截至民國101年4月21日為止，本項工作已完成7,307輛次。不定期檢驗機車中，合格輛次為5,350輛，合格率為73.2%，不合格輛次為1,957輛，不合格率為26.8%。檢驗不合格機車均要求限期改善完成，逾期未回覆之機車已分批進行告發。 (二)巡查夾單 巡查作業執行地點涵蓋臺北市各重要道路、學校、社區及商圈、加油站等車輛聚集地，巡查作業共計已完成105,006輛次，48,420輛次回檢，回檢率為46.1%。 (三)車牌辨識 本年度車牌自動辨識系統共計已拍攝機車142,413輛次，篩選設籍臺北市未定檢機車進行雙掛號通知計有5,471輛。 (四)移動式定檢車服務 本計畫開始執行即設置移動式機車排氣檢驗站1站，以作為服務各大專院校及戶外實施機車定檢之用，並配合定檢站外移，執行宣導服務。100年度共計服務394輛未定檢機車。 二、定檢通知行政作業 計畫執行期間，共辦理未定檢二次通知製作及寄發作業220,827份，經定檢資料比對結果回檢車輛數為100,870輛次，回檢率45.7％。 辦理經稽查作業所查詢之未定檢機車，以雙掛號寄送限期補行完成檢驗通知書（含執行路邊攔車檢測排氣後之未定檢機車、巡查夾單後平信再催檢仍未定檢之機車及經車牌辨識系統辨識之未定檢機車等），其雙掛號寄發件數為11,543件，回檢件數為4,059輛次，回檢率35.2％。 三、教育訓練及研討會 100年6月27日於稽查大隊勤教室辦理稽查人員教育訓練會、101年2月16日於台北市客家文化主題公園辦理期末研討會，皆邀請環保署長官及環保局同仁共同參與。 四、削減量 100年1至12月機車定檢調修合格輛數總計36,555輛機車，污染物削減量的成效為CO削減量930.6Ton/Yr，HC削減量155.6Ton/Yr。 五、作業成本分析 經統計作業成本最低的為車牌辨識作業為5元／輛，作業成本次低的為未定檢催檢通知及巡查作業二次通知皆為7元／輛，成本分析可以提供稽查大隊對於下年度相關稽查作業，更有經濟效益的作業比例分配參考。 六、詴辦巡查即時查詢列印系統評估 本年度巡查即時查詢列印系統試辦後評估成效良好，建議下年度計畫持續推廣使用。 七、到檢率分析 100年度車籍及定檢站年度到檢率分別為77.48%及85.84%，相較於99年度分別下降2.33及%2.91%。研判與99年度起未定檢車輛告發皆需有照片舉證及機車定檢改為出廠滿5年才需進行定期檢測，以上兩點因素都讓100年度的定檢率受影響而下降，另外也受到新北市空窗期半年無寄發任何催檢通知所影響。 依99年度檢測數據所示，車齡為3年及4年之車主在99年度其應定檢數為105,160輛，佔該年度應定檢數之12.8%，而其定檢數為83,164輛，佔該年度定檢數之14.5%，如不計算5年內車輛則定檢率為83.3%，整體定檢率約下降1.7%左右。研判不計算5年新車，11年以上車輛比例由48.8%上升為56.0%，但11年以上老車定檢率只有54.1%，因此才使得整體定檢率受到影響。現階段因應的改善對策如下: 1. 針對使用中的機車加強稽查，取得使用中機車照片，以利後續催檢告發作業執行。 2. 按時下載環保署定檢分享帄台各縣市上傳稽查資料，針對設籍本市未定檢機車寄發雙掛號催檢通知，並輔以寄發機車汰舊補助換購訊息，督促連續數年未參與定檢之機車進行檢測或汰舊換購，以提升本市整體定檢率。 3. 持續針對二行程機車全面進行攔檢稽查，並協調定檢站針對二行程車輛配合加強汰舊補助宣導，且對於未複驗之車輛寄發二次通知，促使無法完成改善之車輛進行報廢，以提升本市定檢率。 4. 整理基管會、監理所及環保局所提供報廢死車之車籍，可消除到檢率計算之母數，以提升到檢率。 | ||

| 英文摘要 | From April 22nd2011 to April 21th2012 the contracted environmental solution provider company (ENVIMAC) was authorized by the Sanitation Inspection Division Department of Environmental Protection of Taipei City Government to manage the mobile pollution-inspection scheme for motorcycle emissions pollution) Please refer to the abstract highlighting the keypoints of this scheme below: Inspection Project -Side road inspection test By April 21th 2012 through the scheme 7,307motorcycles had been tested. 5,350motorcycles were examined with a qualification rate of 73.2%. 1,957of examined motorcyclesfailed examination with a subsequent disqualification rate of 26.8%. Failed examined motorcycles are required to comply within a specified period of time with non-compliant motorcycles beingissued tickets. Patrolling Project Mobile emissions testing units patrolled main roads, schools, communities, shopping centers, gas stations and other high-traffic areas. These units tested 105,006motorcycles with 48,420of these tests being partial examinations. The subsequent disqualification rate of these tests is 46.1%. (1) License Plate Identification This year there were 142,413motorcycles identified via camera, with 5,471previously unexamined motorcycles registered in Taipei City selected for emissions testing. (2) Mobile Examination Service The mobile Examination Service is to set up in colleges and convenient outdoor areas. In 2011 this service tested 394 unexamined motorcycles. Notify examination procedures In the course of running the mobile pollution inspection scheme there were 220,827motorcycle owners that had been sent emissions testing notifications twice. Of these 220,827owners 100,870were then examined with a success qualification rate of 45.7%. 11,543verified unexamined motorcycle owners were sent registered letters to inform them they needed to have their motorcycles examined within a specified amount of time ( including all motorcycles flagged via road side tests, patrolling units and motorcycles identified via camera). Of these 11,543motorcycles flagged, 4,059(35.2%) have since been examined. Other administrative works On June 27th2011 and February 16th2012 inspectors from the Sanitation Inspection Division Department held a conference at the Hakka Culture Theme Park to present an annual report outlining the achievements of the mobile emissions testing scheme. All sanitation staff and supervisors were invited. | ||
