This plan, i.e. Environmental and Air Monitorng project in Yulin County in year 2011, began to carry out on February 7th 2011. Its content mainly contained following aspects including to sustain 5 manual monitoring stations function normally, to execute noise quality check and control, to offer regular monitoring maintenance service, to carry out the motors’ noise check plan and test computerized systematic set up, to execute 3 specialized pollution sources via monitoring van in Yulin county (including Xiluo Fruits and Vegetables Market, Sizou Incinerator Plan, Jihyou Environmental Protection Science and Technology Corporation Limited and so on), to monitor the particular pollutants such as H2S, NH3 and VOCs of Huwei park in the Central Taiwan Science Park, to measure the PM10 continuously in the Zhuoshuixi River wind-borne dust, to analysis the sensitive zone of dust around the Sixth Naphtha Cracking Project Industrial Zone, to handle this county large-scale public place or business place indoor air quality investigation and examination work as well as to operate and maintain the electronic display and the broadcast with propaganda, together with to supervise the regular pollutants analysis of stationary sources of Formosa Petrochemical Park. In sum, the aim of this plan is to have an effective execution, the completion of QA/QC procedure and the good data quality in order to precisely collect the environmental quality change of Yulin County. The Yulin Environmental Protection Bureau will base on collected data to make fast and correct public policies on the topic of air pollution and the noise control for the purpose to reduce the air pollution and improve the noise quality. This year each project execution achievements of main plan were listed as follows:
1. To operate 5 manual monitoring stations function normally included instruments’ appearance, electric current supply situation, flow adjustment function, timer function, filter paper fixed stand cleaning and functional check, sampling motor function, carbon brush function and calibration flow check and so on.
2. The manual monitoring stations sampling analysis result showed that TSP conformed to the air quality standard but the dustfall quantity referred to ex-provincial environmental protection department dustfall weighing out level classified from extremely slightly pollution to the serious pollution degree. In sum, TSP data showed summer low, but the winter high tendency in past years, the dustfall quantity did not have the obvious and regular change which demonstrated the season still played one of TSP long-term trend important factors.
3. General environmental noise monitoring result either in the environmental volume or the road traffic test point part conformed to the control standard. At the high speed railway noise section, the monitoring data conformed to the control standard except for the pleading case in noise and the electromagnetic wave impact on life quality.
4. 2011 May 17th re-announced implementing the new noise controlled area chart, originally divided by the village now changed into the metropolis plan, therefore, partial regions because of the new division creating new disputes. Thus, all noise condition will be re-examined.
5. 7. The mobile van monitoring result showed most data under the control standard Except in Jihyou Incinerator Plan in 2011 April when its O3 maximum 8 hour average value and PM10 value were unqualified and the Xiluo Fruits and Vegetables Market in April and in November when its PM10 data was unqualified. In all past years, besides the Xiluo Fruits and Vegetables Market in NOX and the SO2 nearly two years measured data did drop, other measured data did not show major difference.
8. In the monitoring the particular pollutants such as TS, NH3 ,VOCs, PM10 heavy metal of various seasons of Huwei park in the Central Taiwan Science Park conformed to the Air Monitoring Reference Standard and the European Union annual target value.
9. The regular electronic monitoring system (including environment) monthly examining work included mainly hardware check of equipments and functions such as source holder, air-conditioning plant, electric lighting equipment, computer system, electronic monitoring system main engine equipment, as well as internal clean, waterproofing and door lock function and so on.
10. In the indoor air quality investigation examination part, the hospital was in the first kind of place showed the high percentage in disqualified portion. Thus, it was listed as the follow up key target for counseling object to provide propaganda, handle activities and offer diagnosis. This year, for this section, it completed 13 public and private places independent management.
