海洋污染緊急應變能量及設備器材評估檢討專案工作計畫

中文摘要 海洋污染事件發生時,初期應變之重擔往往落在主管機關身上,各縣市轄內應變資源包含應變人力與應變設備的管理維護,將決定初期應變的良窳。目前國內地方主管機關實施海洋污染應變設備管理與維護工作困難之處,在於業管人員大多未具備專業機械背景,易造成設備保養不佳之情況,導致在第一時間未能利用設備之圍堵回收效能,降低污染擴散。因此本計畫藉由評估我國海洋污染緊急應變能量適用性與充足性,進而建議地方政府油污染應變設備、器材整備方式,加強妥善使用,並發展建立海洋油污染緊急應變能量評估公式,各應變單位可參佐運用;另以調查海洋環境敏感指標分類,以提供海洋污染緊急應變相關資訊,希冀提高應變之成效;並研擬規劃我國海域垃圾污染調查方式,藉由多樣性策略的規劃提供未來發生事故時之應變參考。 本計畫主要工作:評估我國海洋污染緊急應變能量及應變機制;評鑑地方政府油污染應變設備、器材整備情形,加強妥善使用;調查海洋環境敏感指標分類,以提供海洋污染緊急應變相關資訊;規劃與建立我國海域垃圾污染調查方式。 國內海洋污染應變設備自90 年起由環保署編列預算購置,再交由海巡署或地方主管機關使用,設備從無到有,逐漸健全應變能量,建議未來需要定期查核各地之應變設備且編列預算購置汰換更新,另外可藉由委辦計畫之方式代為操作及保養維護各單位之應變設備,藉由「委外方式」節省政府經費,包含設備之保養維護、教育訓練及應變演練等事宜,均可減少公務部門人力及經費的支出,更可提升應變人員之專業性。 為結合民間機構及團體的力量及資源,共同維護海洋環境、保護海域資源,本計畫舉辦一場次之「海洋污染緊急應變能量評估研商會」及一場次之「規劃我國海域垃圾污染調查方式研商會」,邀請各政府相關機關、民間機構及團體參加,出席單位包含縣市環保局、海洋局、海巡署、港務局、國家公園管理處、台電公司、臺灣中油公司、台塑石化公司等,邀集各地環保單位及相關應變單位進行海洋污染應變設備量能提升之交流。 本計畫完成北部區域(桃園縣、新北市、基隆市、宜蘭縣)海洋環境敏感指標分類285 公里海岸調查,建置環境敏感地圖,除了讓決策者根據海岸分類選用適當的除污法,另外生態敏感區及人類利用資源可幫助決策者決定保護標的優先順序。由於生態與漁業資源均是珍貴重要的資產,若受到破壞需要花費許多的代價甚或無法復原之狀況,因此平時的監測更顯重要,建議應持續蒐集生態資料、整合相關單位之調查資訊及與溢油模式相結合,以豐富及完善環境敏感地圖。 我國海域垃圾近年來已成為海岸主要之污染來源,本計畫藉研析國外文獻與國內外執行海域垃圾調查之現行作法,研擬完成海域垃圾污染調查手冊,可提供國內各靠海縣市執行海域垃圾調查之參據。

A Review Project for Marine pollution emergency response energy and Equipment assessment program

英文摘要 When marine pollution incident occurs, the burden often falls on the initial response of the authorities, within the county Municipality strain of human resources including strain management and maintenance of equipment will determine the quality of initial strain. At present, the difficulty of local authorities to implement marine pollution response equipment management and maintenance is that the industry doesn't have professional management staffs, who are mostly mechanical background, could easily lead to poor maintenance of equipment, resulting in the failure to use equipment in the first recovery of containment performance and reduce the contamination spread. Therefore, this project by evaluating the energy of Taiwan's marine pollution emergency response applicability and adequacy, and thus gave the suggestion for local government about oil pollution response equipment, equipment preparedness, how to strengthen the accuracy of use and develop the establishment of marine oil pollution emergency energy assessment formula, the strain units can consult in incident; on the other way, the investigation of classification of the marine environment sensitive indicator could provide the information about marine pollution emergency response, hoping to improve the effectiveness of response; and develop our sea garbage pollution survey planned method, could offer a reference by planning diversity strategy of response in accidents occurred. Main issues of this project: Assessment of the energy and marine pollution emergency response mechanism in Taiwan; evaluation of local government oil pollution response equipment and equipment preparedness situation, to strengthen the accuracy of use; the investigation of classification of the marine environment sensitive indicator could provide the information about marine pollution emergency response; planning and establishment the survey method of Taiwan's sea garbage pollution. Domestic marine pollution response equipment budgeted for purchase by the EPA since 2001, afterward referred to the Coast Guard or local authorities to use. Equipment from scratch, gradually improve the strain energy, it is recommended to check regularly, budget purchase for response equipment and replace to update the device in the future, in addition to operate and maintain the province's response equipment by commissioned. In this way could save government funds, including equipment maintenance, education, training and response drills and other matters. Using this method not only can reduce the manpower and funding for public sector spending, but also enhance the professional response personnel. To combine the strength and resources of civil institutions and organizations, and protect the marine environment and resources together, the plan hold two conferences, one is "Assessment of marine pollution emergency response energy conference." and the other one is "Planning the survey method of garbage pollution in Taiwan's sea area conference", inviting relevant government agencies, private institutions and organizations, the county unit contains EPA, Oceanic Administration, Coast Guard, Port Authority, the National Park Service, Taipower, Taiwan's Chinese Petroleum Corporation, Formosa Petrochemical companies are the attendance. Inviting local environmental agencies and relevant response units to be improved the energy of marine pollution response equipment. This project completed the classification of sensitive indicators of the marine environment 285 km survey map in northern regions (Taoyuan County, the new Taipei, Keelung City, Ilan County). To building the environmentally sensitive coastal map not only to provide the appropriate decontamination method for decision-makers choose by classification, but also to help decision-makers to decide protection priorities of ecologically sensitive areas and human resources.As the ecological and fisheries resources are valuable assets, supposing it takes damage, could be not recover or pay more cost. Therefore, the usual monitoring is more important, it is recommended should continue to collect ecological data, integrate information and relevant units of the survey combined with the oil spill model, in order to enrich and improve the environmentally sensitive map. The garbage at sea coast has become a major source of pollution in recent years. This project could provide reference of for he investigation of waste sea area for domestic cities and counties near the sea to executive by sea area garbage pollution survey to complete manuals developing by analyzing implement foreign literature and foreign sea area garbage survey the current practice.
