環境奈米科技知識管理及整合計畫

中文摘要 本計畫已完成"環境中奈米物質量測及特性分析以及未來暴露評估"可能的國內研發能量缺口及執行能量缺口報告,同時亦進行了ISO及OECD有關奈米科技環境、健康、安全(EHS)議題發展趨勢及相關資訊的追蹤工作,並於100年8月3日在環保署舉行了國內專家座談會,及提出具體的結論及建議。本團隊於去年度重新建置完成環境奈米科技知識平台(Taiwan Nanotechnology EHS Database),網址為http://ehs.epa.gov.tw/,今年的工作重點在於網站管理、資訊提供及國內研究成果的整合,至目前為止已輸入中文計畫研究報告全文102篇、國內的中文論文(含會議論文)287篇、國內發表的SCI論文摘要及全文連結91篇,並公開於平台上。本年度發行知識平台的電子報共四期,電子報之創刊號已於100年7月8日正式發行,第4期的電子報已於11月29日發行,並已於平台上開闢新專區,使讀者可瀏覽電子報的歷史資料,用戶可以即時透過Email收到電子報發佈奈米EHS新知、奈米EHS知識、活動快訊及下期內容預告等,或連結至平台上閱覽各文,也能透過平台於專區內下載PDF檔全文收藏。目前環境奈米科技知識平台的會員人數已增加為415人,含專家學者103人,且瀏覽人數已大幅增加至8936次 (統計日期:2011年12月15日)。 本計畫參考了先進國家的奈米技術EHS策略規劃及研究主題,並考量經費限制、過去的研究成果及國內各單位的分工協調情況,修正了「環保署2012年負責任奈米技術的策略規畫」中英文文件,並提出2012年的環境奈米計畫優先發展項目。 為了加強奈米技術的風險認知及溝通,本計畫於100年10月24日在台大集思會議中心蘇格拉底廳舉辦「2011年環境奈米科技論壇」,將環保署過去一年的研究成果以論文發表及討論方式引介給國內相關人士,此次論壇共吸引產、官、學、研各界共175人報名,139人參加,討論十分熱烈。最後,為了加強與國際的互動及介紹台灣奈米EHS研究現況,本計畫已專訪奈米EHS議題的專家學者兩名:台灣大學公共衛生學院職業醫學與工業衛生研究所鄭尊仁教授及環檢所阮國棟所長,訪問稿並以中英文方式呈現。

Knowledge management and integration of environmental nanotechnology

英文摘要 This project has accomplished the reports on the gaps of domestic research capability and capacity in "Measurement and characterization of environmental nanoparticles and future exposure assessment", and the review of the progress and information of nanotechnology EHS issues in ISO and OECD. Concrete conclusion and suggestion have been made after the review meeting with domestic experts. The website of "Taiwan nanotechnology EHS database"(http://ehs.epa.gov.tw/) was re-structured last year. The primary objectives this year are website maintainance, and providing knowledge and integration of domestic research results on nano-EHS. Up to now, 102 research reports with fulltexts, 287 papers (includes conference papers) and 91 SCI paper with abstracts and fulltexts from domestic instituions have been uploaded in the website. Four issues of e-papers have been issued with the first issue being launched on July. 8, 2011. Readers can receive the latest nano-EHS news, nano-EHS knowledge, recent activities and the announcement of the next issue through e-mails, retrieve and read the fulltexts and track the historical files at the exclusive e-paper zone in the website. So far, the website has attracted 412 member registrations, including 101 experts in nano-EHS related issues. The number of visiting to the website is increased to 8313 (The statistics date is Nov. 29, 2011). Referring to the nano-EHS research strategy and research themes of advanced countries, considering resource constraint, previous research achievements, and the research activities of other domestic agencies, the "2012 Strategic Plan for Responsible Nanotechnology" has been re-written in both Chinese and English versions and four research priorities have been proposed. To strengthen the risk perception and communication of nanotechnology, the "2011 Environmental Nanotechnology Forum" was held and EPA's research achievements were introduced to different domestic stakeholders throught paper presentations and discussion. There were 139 people from the industry, government, academia and research institutions registered for the forum. Finally, to promote the international interactions and introduce the domestic nano-EHS research status, two experts in the nanoEHS issues were interviewed, including Professor Tsun-Jen Cheng from the Department of Internal Medicine and Occupational Medicine, National Taiwan University Hospital, and Director Gwo-Dong Roam from the National Environmental Analysis Laboratory of the Environmental Protection Administration (EPA) Executive Yuan. The interview reports were prepared in both Chinese and English.
