The project “Air Pollutant Information Integration in Coastal Industrial Park” has been executed since April 1st, 2011. The annual project contains several tasks, including investigation of volatile organic gas/ VOCs in the air at Coastal Industrial Park, building up fingerprint database for the investigated results, integrating current different database under Environmental Protection Bureau, establishing “Coastal Industrial Park Central Control Data Warehouse Integration System”, and expecting to provide service for quick search and data analysis tool by the development of central control system through the integration of information from data warehouse. In addition, the establishment of central control facilities is also processing, such as hardware and internet device; the emergency response quick search system developed by communication technology application helps the Environmental Protection Bureau to have quick info search and response. And finally collecting all the data from “Coastal Industrial Park ten-year Entire Examination “and reporting to EPA, as well as providing information and knowledge to Environmental Protection Bureau, Yunlin County for further education and skill training of air pollutant management in coastal industrial park.
Up to now, the results of project execution are as below:
To integrate among several heterogeneous databases and to establish the central control system of Coastal Industrial Park, the project is aim to assist Environmental Protection Bureau to integrate the information and database of Sixth Naphtha Cracking Plant related projects. Due to not only survey and analyze the blank and format on individual database, but also use database warehouse to execute data integration and multi usages, below are databases which had been brought into the data warehouse, including: Stationary Source database, CEMS/FLARE database, Stationary Source Check database, Air Quality and Meteorological Observation database, Mobile Source Examination database, Petition Management database, GHS MSDS database, and VOC Examination database. Through the cross integration from upper databases and the establishment of data warehouse will provide the source for system.
While developing the Central Control System and providing quick consultation and data analysis, the data warehouse is the core resource. According to the system needs, the query function of Stationary Source has been added in this year. Moreover, the location of factories will show by the Google Map mode. In other words, users may find below information, including: basic information of factories, information of manufacture process, ways of emissions, usage of materials, examination data, prevention equipment data, CEMS data, FLARE, Permissions, GHS harm database, project upload, Air Quality and Meteorological Observation database, Mobile Source Examination database, Petition Management database, GHS MSDS database, VOC Examination database, Industrial Park Report System and so on. Meanwhile, at the location of gate and emission pipe, one had finished the 424 stacks in the 21st factory.
While establishing the Central Control System and related hardware and internet equipments, one has finished the purchase and establishment. One had bought below hardware including, two servers, the remote power management, UPS system and the cabinet. Also, HINET 12M optical fiber is the core transmission way, and the 8M optical fiber is the back up. Through NetWork Load Balance, one could control the bandwidth of Internet. And the back will establish a firewall to carry out the information security to avoid the improper hack and attack. One even use separate hard disks and machines to back up data at the same time to prevent the data loss and damage.
This project had developed an emergency system to provide graphical user interface to query the floor plan of each factories park, the location of dangers and harms, and MSDS. We had also finished the source collection and management of GHS MSDS database, and had built a format to input the MSDS which we had developed. There are 6,846 filing data in this MSDS. Through the online query, users may search data according to basic information, material feature, toxic, and ecology.
The annual investigations of VOCs in the air are divided into 6 times to sample. After examining 72 points, there are 157 kinds of organic compounds. Insights to view, there are 43 kinds (27%) are HAPs. In total 358 species, there are 142 HAPs (40%). The second sampling is around naphtha factory. And till the 4th sample (81 sample spots) are over FPG MMA, AN, C4, AE, OL-1, AROMA-1, PTA, PS, HAC, and Point Loma Waste Treatment Plant. Beyond several sampling, the most HAPs had been examined is the 4th time (33 kinds) and 3rd time (29 kinds). According to the analysis of concentration, only acraldehyde is over limitation (2 ppb), and the statics separately are 3.8 ppb, 2.1 ppb and 29.7 ppb. Acraldehyde may occur by the leak of raw materials while processing at the check point and due to photochemical reactions or high temperature oxidation, it may be emitted through pipes.
This project has finished the establishment of materials and products in Sixth Naphtha Cracking Plant and also added the analysis of emissions in year 99 and 100. This examination result provides a function to compare and query. Nowadays, the establish rate of emission pipe is 70%, and fingerprint database could provide the function of query and compare.
This project has host 3 educational training, the first educational training had been held on Apr 21st. The topic is to visit the Environmental Monitor Centre of Ren Da Industrial Park Service Center to understand the set and operation status for future planning related business. The second educational training had been held on Aug 15th. The topic is to introduce the framework and User Interface of Central Monitor System. We coordinate many participators’ opinions so that we could carry out the follow up modification and adding more functions. The third educational training is held Nov 10th. The topic is to practically use the Environmental Monitor System and try each function.
The overall process and status update had been reported to EPA. The self-tracking of Sixth Naphtha Cracking Plant had been showed on the first review conference which also mentioned about the diesel car self-management and VOCs reduction plan. In addition, the follow up detail of commitment during environmental evaluation has also been explained during the second review conference on Sep 23rd. And the Air Pollution Control has been done gradually. The 3rd reviewing meeting has been held on 30th December, which included two themes: 1. The report on achievement of pollution sources improvement in Sixth Naphtha Cracking Plant, 2011 version, including protection measures and emission reduction. 2. The goal and progress of annually planned improvement and the status of revised regulation implementation, including plan.
