加強推動資源回收再利用計畫-資源循環策略規劃及法規配套研析
| 中文摘要 | 本計畫工作成果可分為五個部分包括：(一)蒐集及探討國內外「從搖籃到搖籃」（C2C）資源循環、「永續資源管理」及「綠色城市」最新趨勢，研擬我國資源永續循環推動策略、並依據C2C理念，規劃「消費性電子資訊產品」應推廣產品服務化。相對於買斷式產品，服務性產品可以降低部份產品在生命週期過程的環境衝擊。(二)針對資再法近十年執行概況，說明立法之精神、原意，與廢清法兩者間競合之關係；以及資源回收再生利用運作管理；針對環保標章、第二類環保產品及碳標籤部份，未來建議改組後由環境資源循環司之「資源環境友善管理科」負責。(三)完成「99年度資源回收再利用年報」並規劃100年年報提報時程，協助彙整「100年度資源回收再利用推動計畫」推動成果至第三季並檢討修定「101年至102年資源回收再利用推動計畫(草案)」，共計10各相關部會提出116項執行措施；另推動計畫目前已完成召開一次委員會、二次工作小組會議與一次執行措施研商會議。(四)維護更新全國資源回收再利用資訊網，加強宣導資源回收再利用：累計至100年12月29日止，瀏覽人次已達139,927人，本年度更新維護次數達21次，完成新版「全國資源回收再利用資訊網」美編及改版作業，並通過無障礙A+認證。(五)協助完成研擬且公告「廢棄資源管理績優事業獎勵辦法」，並經由「蒐集各階段應改善事項」、「各年度獲獎事業問卷調查」及「協助環保署召開各部會研商會議」三方向進行檢討修訂獎勵評選作業規範，目前已初步完成獎勵評選作業規範之修訂。亦完成績效優良獎整合相關環保獎項合併辦理的條件分析。 | ||

Enhance the Implementation of recycling and reuse of resources–The Strategy planning and Laws Suppor
| 英文摘要 | The project included the following achievements: 1. Study on the latest trends of C2C, sustainable resource management and green city from international experience, and draft the strategy of sustainable resources, and basic conceptualof C2C. According to the core concept of C2C, develop electronic products into service-type products will reduce notable impact on environment. 2. Review the past decade implementation of Resource Recycling Act with Waste disposal Act, and identify their implementation mechanism for further reference. 3. Considering of the necessity of Government reorganization, propose the office to in charge of Green products and carbon label. 4. Compiling and edited the “2010 Yearbook of resources recycling and reuse” , planning the schedual and set up the framework of 2011 Yearbook. 5. Help integrating the relevant ministries’ achievement and revise the 2011-2012 resources recycling and reuse project (draft). A total of 10 relevant ministries proposed 116 implementation measures. 6. There are one Renewable Resource Recycling and Reuse Promotion Committee meeting, two working group meeting and one implementation measures discussion meeting held in 2011. 7. Enhance implementation on recycling and reuse of resources by upgraded the related website with the function of control on Environmental assessment proposals, and updated with the latest information. The website have been visited for 139,927 times. 8. To maintain the website about 21 times. Completing the art editor and revision of the website. 9. According to the questionnaire survey, we revise the regulation for Annual Award for Outstanding Performance Waste Resource Management for further reference, and planning the integration of award related to resource recycling and reuse outstanding performance award together. | ||
