The Kaohsiung Environmental Protection Bureau (EPB) was assisted to print 3,592 payment slips during the execution of this project, amounting to $44,229,285; in which of $43,666,678 accounted for 3,495 paid-up payment slips. There were a total number of 14,796 construction site inspections, including 1,137 holiday inspections, 1,460 road pipeline construction inspections and 62 open-air burning activities. 364 construction sites declared through normal procedures had been inspected within 10 days after the construction start date, by the regulations. Furthermore, we reported a total of 848 cases of Level A and Level B site contamination to the EPB throughout the construction inspections, Level A had been reported 237 cases (accounted for 27.9% of all reported cases), grade B had been reported 611 cases (accounted for 72.1% of all reported cases). Penalties were given out to 80 cases, in which of 64 cases violated the subparagraph(2) of article 23 of the Air Pollution Control Act (2011) (accounted for 80% of the total penalized cases), associated fines came up to the amount of $3,102,000. The rest of 16 cases violated the regulations of the Air Pollution Fee System according to the subparagraph(2) of article 16 of the Air Pollution Control Act (2011) came up with the fines of total $122,500 (accounted for 20% of the total penalized cases). From the follow-up inspections, 79 cases (accounted for 98.75% of all penalized cases) have demonstrated appropriate improvements. Two real-time monitoring systems had proved to be effective, it was discriminated that one construction site had not made the payment for air pollution control fee and three other cases found to violate the construction management regulations. 8 sessions of “regulation promotion and legal education” seminars and 2 personnel regulation training sessions were completed.
The ratio of inspections to the total construction sites of grade 1, grade 2 and grade 3 was 84.8%, which reached the minimum requirement (70%) for the excellent grade in performance appraisal of Environmental Protection Administration. Furthermore we assisted the Kaohsiung EPB to obtain the excellent grade among the municipality group in performance appraisal by Environmental Protection Administration of Executive Yuan in 2011.
