100年桃園縣南崁溪及老街溪等流域水污染源稽查管制計畫

中文摘要 依本計畫之工作項目內容及特性,均與環保署100年度「河川污染整治及海洋污染防治考核計畫」直接相關,而且所佔比重不輕。然在環保局及本計畫所有同仁共同努力下,於100年度無論是河川考核或是海洋考核,經試算目前成績均有相當不錯成果。有關本計畫主要工作績效及執行成果,包括如下: 在協助100年河川及海洋考核得分部份:可協助100年度河川污染整治考核成績部份,應可協助爭取考核得分44.91分,目標達成率已>100.0%;而100年海洋污染防治考核成績部份,則應可協助爭取考核得分38.7分,達成率約為92.1%。 在許可登記及建檔管理業務部份:計畫期間之各類許可申請收受件數為374件,其中已審查核可件數為267件,發證率為71.4%;而許可申請之行業別以其他工業及印刷電路板製造業為最多,承受水體則以南崁溪94件為最多;另統計單次審查通過率為27.3%,較99年提升約3.3%;至於從申請業者提出許可申請至領證之總申請天數為36.4天,亦較99年的39.2天縮短2.8天。在200家執行許可查核事業中,多達87家(43.5%)事業出現與許可不符情形,不符項目多為現場廢水處理流程與許可登記事項不符(占41%)、或多出處理單元(槽體)、或單元間多出迴流管、…等,現已有57家提出許可變更申請,其改善率約為65.5%。在定期檢測申報資料勾稽審查工作,無論100月1月期或100年7月期之事業申報率及本計畫審查通過率均達100%。 在加強列管事業水污染源稽查管制作業部份:針對指定工業區或園區雨水道排放口巡查監測工作,共執行62處744點次,其中以幼獅工業區合格率70.8%為最低、觀音工業區雖合格率為95.1%,惟其RD04、RD09及RD12、RD13均曾出現重金屬不合格情形,應須加以重視,龜山及大園工業區在其於本年度加強落實自主管理工作下,其年合格率已有獲得改善,分別為95.5 %及94.8 %;而比較近三年各工業區雨水道監測合格率,則本年度2~4季合格率為96.0%或全年度95.1 %,均較99年度合格率為93.1 %為佳,故本(100)年度之雨水道排放口整體合格率略有上升現象。辦理指定事業功能性評鑑查核結果顯示,18家受評事業現場流程均與許可不符,目前則已有15家事業依規定提出變更申請(7家已取得許可、3家先行同意變更、5家補正中),改善率為83.3%;另評鑑期間有6家事業受罰,其中以台灣中油公司受罰18萬元為最多;另本項評鑑工作共提出177項改善建議,經召開改善協商會議後,受評事業預計總改善金額約達5,890萬餘元;而追蹤改善結果則已改善172項,其改善率為97%,至於處理設施功能改善成效則有9家受評事業之處理效率已獲得提升。在水源區養豬拆除補償戶追蹤巡查及管制作業,則24家養豬拆遷補償戶皆已停養或已變更地目另作他用。針對200家社區巡查結果部份,屬應申請許可而未申請者有14家(7.0 %)、屬查核當時未開機者有39家(19.5%)、處理單元與管線標示不符合者分別為24家(12.0 %)及16家(8.0 %);而巡查當日未開機之社區則有16家經環保局確認後非屬水污染防治法列管而辦理解列;另有12家無管理委員會運作,已彙整其名單提供環保局轉請建管單位輔導;對20家社區進行現場檢測其接觸曝氣槽DO值及消毒池氯錠添加與接觸情形,則有10處社區之DO值< 2mg/L,DO值< 3mg/L社區也有2家,一般此單元之DO值應至少維持在3~4mg/L以上,故上述社區該項單元之操作值有偏低情形;至於消毒池使用藥劑部份,則有4家社區直接將其藥劑投入消毒池,由於其接觸效果不佳而建議改用氯錠桶,以達消毒效果。在協助清查符合轄內公告應辦理化糞池污物定期清理對象部份,經依第一階段公告條件篩選本縣下水道未接管地區之公家機關(含軍事單位)、學校等對象計671家,推估其水肥產生量約14~51公噸/日。 在水污染事件緊急應變處理部份:為即時有效整合各級單位、產業團體及社會團體之各項資源,取得污染處理設備與專業人員,共同以安全、即時且有效協調之應變作業,協助辦理100年度水及海洋油污染應變演練,共計動員375人次參演,應變器材包括:船艇7艘次、固體填充式攔油索8條、車輛9部、直昇機1部、汲油器及儲油囊各2組、防護衣15件、以及吸油棉(捲.條.片)、…等;針對老街溪及南崁溪河口進行3季海域監測結果顯示,大部分均符合海域乙類水體水質標準;部分溶氧略低於海域乙類水體水質標準、以及生化需氧量> 3及重金屬銅> 0.03、鋅> 0.5(南崁溪出海口)、酚類 > 0.01、油脂>2略高於海域乙類水體水質標準。 在水環境巡守業務部份:本縣轄內水環境巡守隊於100年度新增2隊至39隊1,864人之規模;河段總認養長度達148.0公里,約已達本縣河段總長度之49.3%;而水環境巡守隊績效評比成績部份,目前第一組前三名為楊梅市楊新藍天水環境巡守隊(1,768分)、楊梅市員本里水環境巡守隊(1,505分)、楊梅市楊梅里水環境巡守隊(1,451分);第二組前三名則為龍潭鄉烏樹林村水環境巡守隊(329分)、大園鄉大園村水環境巡守隊(183分)、觀音鄉大堀溪生態保育協會水環境巡守隊(151.5分);另輔導列管水環境巡守隊ECO-Life系統登錄巡檢及活動成果,包括淨溪淨川302場次、教育訓練180場次、髒亂點通報175點次、新聞稿5,387則、巡檢數2,348次及清理數1,439次;另協助志工通報河面或河岸髒亂點處理175處之清理;另不明水路或暗管數或水污染事件計21筆,總處分金額為新台幣86萬元;協助辦理淨溪活動、相關宣導活動或教育訓練46場次,總參加人數為3,677人。 在生態工區操作及維護工作部份:本計畫協助進行部份工區之流量或操作條件調整,現階段水質削減率部份,如以BOD及SS來看,則河底橋工區及中正橋工區其水質略有提升結果,南崁溪橋工區則因入流濃度變異大則較有異常水體排入而致處理效率下降,至於老飯店橋工區如以礫間接觸氧化單元檢核則無論污染削減量及處理效率已有所提升。

Nankang River & Lauchieh River in Taoyuan County Basin Water Pollution Source Audit & Control Plan

英文摘要 The content and feature within all work of this Project is directly relevant with Environmental Protection Administration (EPA) 2011 "River Pollution Remediation and Marine Pollution Prevention & Assessment Plan"; besides, they are in a large proportion. However, under joint efforts Department of Environmental Protection and all colleagues in this project have made, no matter river assessment or marine assessment, the current pro forma results are quite good. The performance of major work in this project and its implementation results are stated as follows: Scores of assistance to 2011 assessment plan of river and marine: 2011 assessment result of river pollution remediation should be able to assist in striving for score to 44.91 points in attaining assessment, in which it achieves target rate of more than 100.0%; and 2011 test results of the marine pollution prevention and control should be able to assist in striving for score to 38.7 points in attaining assessment, in which it achieves approximately 92.1%. License registration and filing management business: during planning, various applications permitted to receive were 374, among of which, 267 cases have been reviewed and approved with issuance rate 71.4%; a majority of applications permitted were coming from other industry and printed circuit boards manufacturing industry; a majority of cases pertaining to water withstand was coming from 94 cases in Nankang River; besides, another statistical review in single approval rate was 27.3%, which increased about 3.3% compared to that in 2010; as for total days counting from applications to licensing was up to 36.4 days, which reduces by 2.8 days compared to 39.2 days in 2010. Among 200 companies in execution of licensing, there were up to 87 (43.5%) of them occurring unmatched situation, which mostly are discrepancies between wastewater treatment processes at site and registered license (41%), or excessive processing units (slot body) or excessive return pipes between units...etc., in which there were 57 of them applying changes, which the improvement rate was about 65.5%. For periodical review of testing report and audit work, regardless of January, 2011 or July, 2011, the approval rate in business registry and review of this Project were both reaching 100%. Strengthening degrees of inspection and control for water pollution source: for monitoring tasks and tests in given industrial area or park storm drainages, a total of 62 sites with 744 points were under executed, which Youth Industrial District had the lowest pass rate as 70.8%; although Guanyin Industrial Zone had pass rate of 95.1%, its RD04, RD09 and RD12, RD13 had failures in heavy metal tests, which attention and awareness should be required; Kameyama and Dayuan Industrial Park, under a situation of strengthening degrees of self-implementation and self-management, its annual pass rate has improved, which were 95.5% and 94.8% respectively; while pass rate of industrial area storm drainage monitoring over the past 3 years, that of second to fourth quarter of this year were 96.0% or full year as 95.1%, which performed better compared with that of 93.1% in 2010; hence, the overall pass rate for 2011 storm drainage outfall rose slightly. The functional evaluation audit results from assigned business show that the site process of 18 companies in assessment and licensing are inconsistent with the permitted ones, and currently there have been 15 companies submitted requests of change in accordance with the provisions (7 of them were licensed, 3 of them acquired consent in change and 5 of them were in correction), in which the improvement rate was 83.3%; besides, during evaluation, there were six companies punished with penalty, among of which, Taiwan Petroleum Corporation had the highest amount of fine as NT$180,000; in addition, there were a total of 177 recommendations for improvement submitted, and after the consultation meeting held, total amount of improvement in assessment was estimated to about NT$5,890 million; and 172 improvements have been made after follow-up, which the improvement rate was 97%; as for improvement of effectiveness of treatment facilities, there were nine of them improved treatment efficiency. For tracking, inspection and control process of removing pig farmers in water area for compensation, 24 of them have stopped or changed purpose of land instead. For Inspection results of 200 communities, there were 14 of them supposed to be applicants for license but without doing this (7.0%), 39 of them were audited ones but not powered on (19.5%), 24 (12.0%) of them and 16(8.0%) of them had unmatched situations of processing units and pipelines mark respectively; and on the date of inspection, 16 of them as not powered on have been confirmed by Environmental Protection Agency which not subject to Water Pollution Control Act and conducted withdrawn process; another 12 of them without operation under management committee had its list to Department of Environmental Protection to refer to Construction and Management Unit for guidance; besides, on-site testing of exposure to the aeration tank DO value and added and contact of disinfection pool chlorine tablets on 20 communities, there were 10 communities with value of DO<2mg/L, and two of them had DO values <3mg/L; generally, DO value of this unit should be at least maintained at 3~4mg/L or above; hence, the value of operation is lower on the communities stated above. On the aspect of using drugs in disinfection tank, there were four of them pouring agents into directly; due to poor results of contact, we proposed them to use chlorine tablet buckets instead for disinfection achievement. For assistance of checking subjects should clean septic tanks and sewage objects at regular basis which meet with notice within jurisdiction, through first phase of screening process on county governmental agencies and schools who have not taken over sewers of this county (inclusive of military units), there were a total of 671, which estimates production of fertilizer is about to be 14 to 51 tons/day. In response to water pollution incident emergency: in order to immediately and effectively integrate various resources from all levels of divisions, industry groups and social organizations and acquire pollution treatment equipment and professionals to assist with 2011 water and marine oil pollution response exercise with safe, timely and effective coordination of response operations, a total of 375 people had participation in mobilization, and contingency equipments including: 7 boats in trips, 8 solid-filled booms, 9 vehicles, 1 helicopter, two groups of skimmer and oil sink each, 15 protective clothes and oil absorbent pad (vol. bar, chip)...etc.; for three seasons of ocean basin monitoring on Lauchieh River and Nankang River, it shows that most of them meet water quality of Class B Standard; part of the dissolved oxygen was slightly lower than sea water quality Class B standard, and biochemical oxygen demand> 3 and heavy metal Cu> 0.03, zinc>0.5 (Nankang River outfall), phenols>0.01, oil>2, which is slightly higher than sea water quality Class B standard. Water environment patrol business: water patrol team within jurisdiction of this county in 2011 has added two teams which up to 39 teams of size at 1,864 people total; total adoption length of river is up to 148.0 km, which has reached to 49.3% of overall one; for performance of water patrol team appraisal results, the current top three for the first group are new sky water patrol team of Yangmei City(1,768 points), water environment patrol team of this area in the same city (1,505 points), water patrol team of Yangmei Li, Yangmei City(1,451 points); the top three in the second group are Wushulin village, Longtan Township water patrol team (329 points), Dayuan Village, Dayuan Township water patrol team(183 points), and Guanyin Township Taku River Ecological conservation Association patrol team (151.5 points); other counseling services of listed water patrol team ECO-Life system registry inspection and results of activities including 302 times of river cleaning process, 180 training sessions, 175 points of reporting on dirty, 5,387 press releases, 2,348 times of inspection and 1,439 times of clean-up process; besides, 175 points of assisting volunteers to inform and deal with dirty sites on the banks of the river, and a total of 21 cases were ones with unknown water routes or underground pipe or water pollution, which total amount of NT$ 860,000 was fined; for assistance to activities related to river clean-up, 46 communication activities or educational training sessions were with a total of 3,677 participants. Operation and maintenance in ecological area: this Project assists in partial area of flow rate or operating conditions adjustment, at this stage, the cut rate of water quality, if reviewing from BOD and SS, the water quality in the work areas of bridge beneath river and Chungzheng bridge work areas was with positive result of improvement slightly; the handling effectiveness of Nankang river bridge work area drops because of large degree of variation behind inflow concentration which causes a large body of water discharging into; as for oxidation by contacting among gravels unit check process, regardless of amount of pollution reduction or processing efficiency, all have been improved.
