The executive period of this project was the twelve months from 2011/3/24 to 2012/3/23. The statistic period for the operative progress and result analysis of this report spans from 2011/3/24 to 2012/3/23, in which every operation has been carried out as scheduled. Main tasks include: VOC controls, counseling in pollution reduction, auditing and testing, project control of Taoyuan Refinery of CPC, monitoring with 3D Lidar, supervision on regular testing and online report and review, information system updating/maintenance of continuous automatic monitoring facilities and checking of CEMS legal compliance, assistance in review of air pollution control fees, and organizing presentations of legal propaganda. Each operation has the same contents as designed, has been executed in the progress as planned and complied with the contractual provisions. For summaries of executive results and progress in details, see Table 1.4-1 in the texts of final report.
Key tasks of this annual project include: (A) the control of Taoyuan Refinery of Refining Business Division, CPC Corporation, Taiwan, which made improvements on pollutions based on the provisions of the amended “Control and effluent standards for VOC air pollutions” published on 2011/2/1, with executive results including (1) counseling in the completion of rechecking and implementation of the equipment components in all 24 processes with barcode/images for the refinery enabling the total amounts of permits, air pollution fees, effluence and quarterly reports on the components to be correct and consistent; and the execution of replacement of single-seal components with dual-seal one across the refinery and the introduction of screening and testing of leakage on components with FLIR/FID, whereby the counseling in reinforcement of maintenance and control of VOCs leakage for the firm resulted in total reduction of VOCs effluence by 143.786 ton in 2011; (2) the checking and control of flares, in which the flow monitoring of 11 high and low flares has run in connection with EPB, with the “Explanatory system of incidents in flare use” set up on Taoyuan Refinery’s website to report in publish the daily abnormal effluence, while presenting a written plan of flare emission reduction on 2011/9/1 which looks to the overall recycling of emission since 2014/1/1; (3) called the fifth meeting for reviewing the progress of autonomous improvements on 13 “autonomous improvements on air pollution control at Taoyuan Refinery, CPC” on 2011/8/5, and made legal amendments to the improvements, which included nine commitments in the autonomous improvements, with counseling/follow-ups on the executive progress and effects to go on every quarter to carry through the control; (4) received 21 cases of people petitions from 2011/1/1 to 2011/12/31, presenting 54% decrease from 2010. (B) achievements in CEMS inspection: the year 2011 witnessed the detection of transmission of false monitoring data by 華亞汽電廠, YFY’s Xinwu Plant and Nanya’s Nanjing Plant to EPB, the sending of the cases of falsification to district prosecutor office, and the make-up levy of air pollution fees for five years totaling at NT$904,308,420 (including interest) resulted by doubling the emission with published coefficients, where 華亞 and Nanya were to pay for the fees without petition and YFY applied for payment by 24-term installment from the EPB.
Other concrete results are: completion of thorough plant inspection and checking of legal compliance at 85 firms, completion of 10,062 tests (with VOCs reduction by 411.5 kg) on equipment components, completion of FLIR screening in four processes, completion of auditing and testing of 89 samples on stationary polluting sources, completion of initial on-site survey at five firms under counseling (VOCs reduction by 177.007 ton/year), completion of four monitoring operations with 3D Lidar, completion of nine RATA auditing and testing, completion of 31 checking operations on CEMS function, completion of 101 operations of regular monitoring and 1178 reviews of online reports, and the making of 214 notices in 92 cases of propaganda for resource achievements with electronic sign. The contents and results in details of these operations are listed in the chapters of this report.
