Considering the impact of global warming, issues about easing warming have been emphasized. According to statistical data, from 1992 to Oct. 2011, number of retained vehicles has risen from 36.2 million to 22,176,566. Motor vehicles are the mayor sources of air pollution in metropolitan area in Taiwan. Environmental protection administration, Executive Yuan, is now promoting a low carbon emission, sustainable homeland plan including green transportation. In the plan, the main goal of green transportation is to transform current transportation to none pollution, tranquil and practical system and carry out the long-term plan of green transportation. Based on the goal, enlarging service of public transportation and using low pollution private vehicle become current policy of green transportation.
In accordance with suggestions of guidance counselors and feedbacks from resident, we have already established the index of green transportation for central and local government. Three major goals are included which are promoting green transportation facilities, enhancing transportation management and increasing green vehicle use efficiency. The reduction of carbon emission is then estimated. Moreover, considering differences between areas, governments partly accept index is allowable and the special effort of governments is included in the index. The relative operation plans are developed and integrated. We suggest to combine the index and operation plan to form a practicable developing road map for green transportation plan. By the long-term plan we hope we can construct a lower pollution and tranquil homeland.
