100年度嘉義市民俗活動、餐飲業及露天燃燒空氣污染稽查管制計畫

中文摘要 本年度各項工作成果摘要如下: (一) 推動寺廟神壇空氣污染減量 本年度寺廟空氣污染自主管理推廣方面,共計15間寺廟參與,本年度作業達成率100%。 自96年推動迄今(100年度),加入與響應寺廟計37家,依本年調查,各寺廟總計每份紙錢減量約2.475公斤與99年的1.625公斤相比,成長了52%。拜香減量290支與去年200支相比,成長了45%。節能效益方面,本年度新增響應的寺廟14家,更換LED燈泡38,440顆,相較去年度11,044顆燈泡相比,成長248%,汰換率達91%。 (二) 紙錢集中焚燒活動 本年度辦理清明節紙錢集中活動,共6家寺廟參與,且嘉義市殯葬管理所全面配合紙錢集中燃燒,其次為本年度新增20處社區大樓與7處墓地,予以推廣實施。經活動後統計,本年清明期間共集中紙錢7,590公斤,較往年4,360公斤提昇74%,成效顯著。 中元期間辦理之紙錢集中燒活動,共計63個單位參加,較去年51個單位,配合單位成長12處,成長率為23%,顯示民眾逐漸接受重要節慶之紙錢集中燃燒作業。在紙錢集中處理量,共計集中紙錢68公噸,較99年65公噸,略為成長4.6%。 (三) 露天燃燒稽巡查管制作業 本年度共計接獲露天燃燒相關案件陳情115件,在稽查115件次中,查獲者共15件,具燃燒痕跡者20件,未發現者60件(佔陳情案件52%),與寺廟相關者10件。處理上透過加強巡查,追蹤管制,經完成300件次,各處均能有效降低陳情。 為免稻穫後露天燃燒處理廢棄物,在第1期、第2期收割後,加強農業區巡查作業,共巡查60件,發現者5件次,均未發現行為人,管制上透過地籍系統查得地主,予以宣導法令,避免用不當方式處理農業廢棄物。 本年與99年相較,燃燒物類型差異小,以稻草、樹枝葉、植物及廢棄物較為大宗。本年因應氣候因素,促成稻作延後收割,導致第1期稻穫後,農民搶耕情形嚴重,稻草燃燒之陳情較往年增多,其餘燃燒類型均較99年改善;各查獲與燃盡地點,好發於西區人口密度較低之處,顯示可加強此地區之巡查或管制措施。 (四) 餐飲業空氣污染稽查管制 本年完成稽(巡)查204件次,作業達成率100%,依稽查類型,分別為民眾陳情稽查121件(59%)、陳情改善期間稽查35件(17%)、改善完工後稽查33件(16%)及一般性稽查15件(8%)。整體遭陳情之餐飲業家數(79家),較99年度108家少,減少27%,顯示經宣導及管制,各業者已逐步加強污染防制工作,降低民眾污染陳情反映。 (五) 餐飲業空氣污染輔導減量 本年總計完成餐飲業輔導減量15家,作業達成率100%。各業者經輔導委員(國立中山大學環境工程研究所 周明顯教授),現場勘查及建議後,各業者均已完成改善,改善率100%。

Chiayi City folk activities, catering and open burning of the Air Pollution Control plan

英文摘要 Summary of the work results during the year are as follows: (A) The promotion of the reduction of air pollution from temples and altars As for the self-management and promotion of the air pollution from temples, a total of 15 temples has participated in the project this year and it reached 100%. Since 2006 till now, the participating temples are 37 in total. According to the survay this year, the amount of burst ghost money in every temeple has reduced about 2.475 kg, compared with 1.625 kg in 2010, which has grown by 52%. The reduced amount of incense is 290 incense, compared with 200 incense last year, which has grown by 45%. As for the energy efficiency, this year temples new to this project are 14 in total. They have replaced 38,440 LED bulbs, compared with 11.044 bulbs last year, which has grown by 248%and the replacement rate reached 91%. (B) Ghost money burning together activities This year, the activity of ghost money burning together has been held on Tomb Sweeping Day. There was a total of six temples involved and Chiayi City Mortuary Service Office fully cooperated the activity of ghost money burning together. What comes the next is 20 community buildings ann seven cemeteries have been added this year to cooperate and implement the activity. This year, the gathered ghost money during the Tomb Sweeping period was 7,590 kg, 74% improved compared with 4,360 kg in previous years, which has improved 74%, compared with the previous years. The results were remarkable. There was a total of 63 unites participating in the burning ghost paper together, representing the growth of 12 unities, compared with 51 units in the previous, with the growth rate of 23%, indicating that the public has accepted the operation of ghost money buring together on important holidays. As for the amount of gathered ghost money, it is a total of 68 tons, compared with 65 tons in 2010, with a slight growth of 4.6%. (C) The inspection control operations of open burning This year, a total of 115 cases petition received on open burning, among which 15 cases were revealed and 20 cases showed the trace of burning; 60 cases undiscovered (accounting for 52% of petition cases). 10 cases were associated with temples. In the handling, the patrol inspection and tracking control should be strenghthened. After that, 300 cases have been processed and the petition can be effecively reduced. To avoid open buring waste after rice harvest, the patrol inspection operation in the agricultrual area has been strenghtened after the rice harvest. A total of 60 cases have been inspected. Five cases have been revealed, in which no perpetrators were found. In control process, the landlord can be found through the cadastral system in order to advocate the law acts to avoid the improper use and handling of the agricultural waste. The type of buring objects this year, compared with those in 2010, has a small difference. Straw, branches leaves, plants and waste are the mojority. This year, due to climate factors, it has contributed to the delay rice harvest, which led to farmers’ hurry farming. The petition about combustion of straw has increased, compared with that in the previous years. The rest combusion type all have improved since 2010. The revealed and burnt locatons mostly are situated in the west of Taiwan where the population density is lower, which showed that the inspection or control measures should be enhanced in this region. (D) Inspection of air pollution control on food and beverage industry Till October this year, there were 204 cases of inspection finished. The completion of operation reached 100%. As for the type of inspection, there are 121 cases of public petition; 35 cases of trace of the petition improvment ; 15 general inspection cases (8%). Compared with 108 cases in the same time in 2010. The relative public petition on restaurants smoke pollution cases also reduced by 27%, What mentioned above showed that with the advocacy and control, the industry owners have gradually strengthened pollution control work, and reduced public pollution petition feedback. (E) Air pollution reduction counseling in the food and beverage industry It’s been completed in this year that a total of 15 restaurants have reduced their amount after counseling. The operation achieving rate is 100%. After the counseling member’s, Professor Zhou Ming xian, Institute of Environmental Engineering, National Sun Yat-sen University) on-site investigation and recommendations, there were all industries have completed improvement (the improvement rate 100%).
