This project assisted the EPA to operate and update the in-use vehicles noise reporting website for citizen report and EPD information exchange platform, and collected the opinions from citizen and officials of EPB for the website and helped EPA reply the questions. One training course for the EPD officials were held in March 2011. The website opened since 2nd September 2009. Until end of November 2011, nearly 8,000 report cases were received totally, nearly 80% was for motorcycles and 19% was for small passenger cars. And the first three counties were New Taipei City, Taipei City and Taoyuan County. This project also assisted the EPD to carry out the vehicle stationary noise test for 122 motorcycles/vehicles; the percentage of fail case was 45.4%, which were mostly motorcycles. The damaged noise tower located at cross point of Shyu-Min Bld. and Chen-De Bld. has been repaired in this project. To support the policy of the permission control measures of prone to noise emission facility advanced by EPA, this project performed some assistant measures continuously, including: draft of “Measurement sound power for construction facility” and “Measurement sound power level for fixed noise source” , seven set of sound power for construction facilities and cooling towers were measured. The drafts of announcement for “The first batch” and “The second batch” of prone to noise emission facilities were proposed. An illustration seminar for “Establishment and method of measurement for sound power of construction facility” was held at August, a Learning seminar for “measurement of sound power of construction facility” was held at September, and a workshops for “application and approve for the installation and operation permission for prone to noise emission facility” was held in December.
