Currently, there are eighty-five factories in the Pingnan
Industrial Park. Among them, forty-two factories (four of them
are applying for operating permits) are regulated and thirty-eight
factories (four of them are suspended voluntarily) are not
regulated under the “Stationary Pollution Source Installation and
Operating Permit Management Regulations”. Four factories are
temporarily suspended. The rest factory is under construction.
This project has performed air quality monitoring for four
time and has 8 monitoring data in total. The monitored results are
below air quality standards. In general, PM10 emitted from
Pingnan Industrial Park surroundings has more obvious effects
on air quality than that of O3 in Jiadong Township and Fangliao
Township. However, the regional air quality would affect the
monitored results of PM10 and O3.
In this survey, there are 9 samples in total from 3 samplings
and the average concentration of dioxin is 0.027 pg I-TEQ/m3
(which as 0.030 pg W-TEQ/m3). The detected dioxin
concentration is lowest among annual detected mean values. It is
also lower than the air quality standard of Japan with the annual
mean value of 0.6 pg I-TEQ/m3 and similar to that at the same
area in 2008. The dioxin concentration range is similar to that in
Italy incinerator that is not equipped with Best Available
Technology (BAT) dioxin removal system.
The average level of dioxin in chickens is 0.748 pg
W-TEQ/g-fat and each analyzed result is lower than the
maximum allowable limits of 2 pg W-TEQ/g-fat set by the
National Department of Health, R.O.C. (Taiwan DOH). In plants,
the average dioxin level is 1.368 pg I-TEQ/g.d.w. similar to the
detected dioxin concentrations sampled from moss near the
incineration in Spain and from the banyan tree leaves near Miaoli
County Refuse Incineration Plant. Based on cluster analysis and
principal component analysis in 17 dioxin species, secondary
aluminum smelter and small incineration have significantly
higher impacts on the Pingnan Industrial Park.
Hence, this project aimed at high-risk species including odor
species and potential sources of VOCs emissions in Pingnan
Industrial Park and conducted examinations of odor species and
surrounding VOCs. The study found no or only a trace amount of
odor species were detected. As for the surrounding VOCs, only
MANDARIN DECOR CORPORATION detected toluene
exceeding the odor threshold value, whereas for other factories
the detected concentrations were far lower than the odor
threshold value.
