100-101年度環工技師簽證案件查核及管理系統加值程式開發維護(第1年)專案工作計畫

中文摘要 行政院環境保護署辦理環工技師簽證案件查核,其目的在於了解簽證技師之簽證品質及缺失情形,進而督促簽證技師改進,以提升環工技師簽證品質。另自95年度起開始執行技師執業機構查核,查核重點為工作底稿。 本年度執業機構查核最常出現之缺失為「簽證案件須演算及計算部份未留存相關文件」占40%,其次為「工作底稿首頁未簽署及加蓋執業圖記」占30%。水污染現場查核最常出現之缺失為「申請文件中文字及數值未填,填錯或前後不一致」占55%,其次為「處理單元設計參數及操作參數不合理」占50%。固定污染源現場查核最常出現之缺失為「申請文件中文字及數值未填,填錯或前後不一致」占40%,「事業基本資料(大門座標、排放管道出口位置相對於大門口之座標、聯絡人及專責人員等)與現場不符或於文件中不一致」及「事業平面配置圖(含設備、空氣污染防制設施、粉粒狀物料輸送設施接駁點、堆置場、儲槽及排放口位置)錯誤或與申請文件不符」各占27%。 此外,為了有效管制技師簽證業務,本計畫同時進行環工技師基本管理系統之規劃與建置工作,藉由網路資料庫提供各級環保主管機關了解技師基本資料、簽證狀況、接受查核結果及獎懲等紀錄,以落實技師簽證管考。 本計畫另一工作項目則持續協助評析環境工程技師、環境工程業及環境類技術顧問公司之法制研議,協助研議與技師法、技師考試法等相關法規修正意見之彙整,必要時,協助因應立法院提出相關議案,研提對案相關資料。

英文摘要 The objectives of the registered professional environmental engineer certification cases review were to understand the quality and defects of certification processed by certified engineers. The results may be used to guide the improvement of certification of engineers to upgrade the quality of certified Professional Environmental Engineers. Also, Started in 2006, the operation of registered professional engineering organizations have been reviewed. The key points focused on work drafts inspection. This year the review of the operation of registered professional engineering organizations found that the most frequent which made up defect was that " no relevant documents are saved for the portion of the certification cases that require calculations", around 40% of the total defects. Followed was "the original working manuscripts did not have execution seal and signature ", around 30%.For the review of water pollution sites, the most frequent defects were that "in the application documents, texts and values were not filled in, incorrect or inconsistent", around 55%. The next frequent defect was "unreasonable treatment unit design parameters and operational parameters", around 50%. The most frequent defect appeared on stationary source onsite review was also "in the application documents, texts and values were not filled in, incorrect or inconsistent", around40%. Followed by "basic business information (main gate coordinates. Related coordinates between discharge piping and the main gate) are not consistent to the on site conditions or documentations", and “business plot plan (including equipment, air pollution control facilities, powder material transportation connection points, storage site, storage tank and discharge locations) are incorrect or not consistent to the application document”, around 27% each. In addition, to effectively manage the professional engineer certification process, this program established the Registered Professional Environmental Engineer management information system. Through an Internet database, information was provided to every level of environmental control management organizations to make available basic information on professional engineers, including their certification status, review results, and award and punishment received, to improve the management of professional engineer certifications. Another objective of this program is to continuously assist the evaluation of regulation development for registered professional environmental engineers, environmental engineering industry and environmental consultant companies, the collection of comments for relevant amendments for professional engineer law, professional engineer examination law etc., and if necessary, assist the legislative Yuan to submit relevant bills, study the relevant information for these bills.
