執行機動車輛噪音新車型審驗、新車抽驗及車輛噪音管制計畫

中文摘要 本計畫之主要工作在協助環保署辦理汽車新車型噪音審驗合格證明作業之各項工作,並檢討我國現行機動車輛噪音管制制度的合適性,以提供改善策略及方案供主管機關作為施政參考;另亦持續研究歐盟及各國發展趨勢,適時建議修正國內相關法規,以確保我國法規管制與歐盟調和同步。 首先,在噪音合格證審驗作業方面,2011年至11月30日止共計核發888張車型組合格證。新車抽驗及品管測試報告的統計結果均符合品質一致性的要求。本年度亦於「機動車輛噪音檢測報告資訊管理系統」再增加開發1套「逐車測試報告上傳程式介面」新功能,以提升逐車進口業者申辦核章作業效率。 其次,在新車噪音審驗管理方面,為落實簡政便民的施政原則,本計畫積極配合環保署推動污染/噪音審驗合格證之二證合一作業模式,除與污染汽油車、機車、柴油車審驗單位及核章單位進行協商外,在技術面亦針對申請審驗件業流程進行通盤檢討,並配合環保署法規命令標準作業流程之規定,完成相關法制化工作。此外,針對使用中機動車輛噪音檢測之環境限制,本年度評估結果,環境因素確實會影響噪音檢測結果,因此亦構思隔絕量測環境的方案,建議未來可朝此方向進一步研究以導入實現。 最後,為因應國際法規調和趨勢,本計畫持續追蹤歐盟車輛噪音法規修訂進度。目前測試方法均已大致定案,本計畫亦已參考ECE R51及ECE R41等新版測試方法,研擬我國五期機動車輛噪音試驗法草案,預計明年可順利完成相關法制化作業。

英文摘要 The main work items of this project included: assist EPA (Environmental Protection Administration) to examine the applications of new vehicle type approval with regard to noise, to review the current regulations and noise control policy for further improvement and to study the world-wide regulations development in vehicle noise control area. Firstly, for the new vehicle type approval with regard to noise, 888 new type certifications were granted up to November 30, 2011. The statistics of new vehicle spot check and quality control test reports showed fully comply with the COP (Conformity of Production) requirements. A new function to transform the single vehicle noise test report in the “Vehicle noise test reports Management system” was developed to improve the certification and authorization efficiency of single vehicle application. Secondly, in terms of vehicle noise inspection and management, this project cooperates with EPA to integrate the Emission and Noise certifications. The jobs include counseling with emission and authorization departments, and proposed new draft for the briefing of the examination workflow. On the other hand, owing to the environmental limit of in-use vehicle noise test method. The environment affection study showed that the noise measurement result will be interfered by using current test method. Therefore, this project proposed a new way to isolate the disturbance from the test environment. Finally, because of the tendency of international regulation harmonization, this project continually paid close attention on the progress of UN/ECE vehicle noise regulations. Since the UN/ECE new test methods are about to reach a conclusion, two proposals for the new test method of the next phase were completed in this project. By the way, the law-making process should be accomplished in the next year.
