低碳建築應用於環境影響評估可行性分析

中文摘要 本計畫因應建構低碳城市及推動低碳節能建築,進行低碳建築應用於環境影響評估之可行性分析。定義低碳建築為廣義建築生命週期40年中,包含施工及營運期間,總碳排放量減量50%。 簡介各國建築評估系統重點和國際能源審查制度之建築系統節能減碳項目,包括英國BREEAM、美國LEED、日本CASBEE、德國DNGB、香港建築物能源審核守則、中國建築能效測評與標示、歐盟EPBD歐盟建築能源性能指令、德國建築節能法規EnEV以及英國家庭能源分級效率與標章制度等,並整理我國綠建築評估系統相關文獻,選擇具代表性環境影響評估開發行為作為研究對象。 草擬3種建築減碳效率評估方案,包含「減量效率標準」、「最低性能標準」及「建築性能標準」,配合能源效率證書概念,分析其應用可行性。並辦理「零碳建築技術應用座談會」和「低碳建築技術應用座談會」,徵詢各方意見。最後建議以方案一「減量效率標準」作為後續環境影響評估之基準,於施工與營運期間,考慮環境負荷項目和節能減碳措施,計算減碳效率。設計簡單且具有一致性之Excel試算表,進行案例計算,初擬「建築溫室氣體排放評估技術」,以供後續擬訂「建築溫室氣體排放評估技術規範」之參考,冀藉以衡評建築減碳效率,以供環境影響評估審查之價值判斷參考。

A Feasibility Study of Applying Environmental Impact Assessment on Low Carbon Buildings

英文摘要 Buildings are one of the three major sources of greenhouse gas emissions in the world, mainly due to the consumption of large amounts of fossil fuels during their life cycle. This project responds to plans of constructing low carbon cities and promoting low carbon and energy-efficient buildings by studying the feasibility of applying environmental impact assessment on low carbon buildings. We define low carbon buildings as in 40 years life cycle and 50% overall carbon emission reductions during both construction and operation stages. We first introduce the key points of buildings assessment system from respective country and international energy review system, followed by collecting and summarizing energy saving and reduction carbon items emphasized by United Kingdom BREEAM, United States LEED, Japan CASBEE, Germany DNGB, Hong Kong Code of Practice for Energy Audit in Buildings, China Energy Efficiency Evaluation and Label of Buildings, EU EPBD (Energy Performance of Buildings Directive), Germany EnEV, and United Kingdom Energy Efficiency Rating Guide for homes and home appliances in the UK. We subsequently collect and summarize relevant literatures about Taiwan Green Buildings Assessment System, aiming to select representative environmental impact statement as a research object. We initially propose three assessment concepts for low carbon buildings including: "Reduction Performance", "Minimum Performance", and "Construction Performance" in combination with the concept of energy efficiency certificates for feasibility analysis and application. We have hold "Zero carbon buildings technology & application workshop" and "Low carbon buildings technology and application workshop" to solicit expert consulting and public opinions before final decision. We propose to adopt the 「Carbon Performance」as the base of low carbon buildings assessment in Taiwan. It takes into account environmental load as well as energy saving and carbon reduction measures during both construction and operation stages. This approach calculates the carbon reduction performance using home-designed Excel spreadsheet program to achieve simple working and consistent results. The approach was applied for case calculations and resulted in the proposed “Assessment of greenhouse gases emissions from buildings” technical specification draft. The assessment result of Carbon Reduction Performance is to be used only by the Environmental Impact Assessment Committee members for value judgment.
