This project was performed to assist Taichung City Government Environmental Protection Bureau in the promotion of control of particulate pollutant emission from fixed pollution sources and gas station control in Taichung City in order to ensure the control performance, grasp the information of air pollutant emission and realize Environmental Protection Administration’s air pollution control policy. This annual project consisted of auditing efforts on specific trades and regulation compliance, management, review and file establishment of regular inspections. It was performed to stay in control of fixed pollution sources, maintain the most up to date information of the fixed pollution sources and provide reference materials for control performance evaluation and policy development. Also the auditing, inspection and pollution reporting efforts pushed business owners to realize pollution control and improvement and make public the government’s determination and direction of air pollution control.
The project was carried out from Apr 11 2012 to Jan 31 2013. Important results were: 393 in-situ inspections on regulation compliance of fixed emission sources; 19 businesses for adoption of public roads, 442 audits with mysterious guests on 357 gas stations for not forcing to fill up fuel tanks and Zhongnan Gas Station at Dajia was found forcing to fill up fuel tanks; regulation compliance inspections on 354 gas stations and training of “correct fueling” given to 2,524 gas station employees; testing of quantity of air drawn out of fuel gun and quantity of fuel added (the air/fuel ratio) on 1,607 fuel guns at 75 gas stations; fuel pipeline pressure attenuation (leak) tests on 50 gas stations; VOC leak testis at 120 locations of 20 gas stations; samples taken at 15 locations for total particulate pollutants and 2 sessions of emission regulation presentations at Dadun Cultural Center and Seaport Art Center for regulation campaign; a session of promotion for not forcing to fill up fuel tanks at Pacific Department Store in Fengyuan; a training session of correct fueling behaviors for gas station operators at Dadun Cultural Center; and a session of gas fume recycling facility maintenance training and regulation propaganda and seed trainer training. 為Also, the businesses at the harbor area listed for control were invited on Oct 16 2012 sign up for autonomous management of air quality maintenance at the harbor area and the neighboring areas.
The project team helped the Bureau on air pollution control auditing, punishment control, file establishment and follow-up and consultation for reported cases. Inspections or follow-up consultations were provided on public and private places that had been constantly reported or were selected by the Bureau. The team will continue to investigate the potential pollution caused by fixed emission sources and gas stations and intensify the efforts of pollution source control in order to minimize effectively the occurrence of pollutions.
