地面水體分類及水質標準新增項目之篩選與評估計畫

中文摘要 本計畫主要目標共計四點:(1) 建立我國水體水質標準項目之候選名單;(2) 建立水體水質標準項目之健康資料庫;(3) 檢討水體分類及水質標準項目及基準值;(4) 建立現地水質處理工程之生態效益評估方法。各工作內容包括參考國外現行與人體健康相關之水質標準項目及基準值,檢討國內現行水體分類水質標準項目「保護人體健康相關環境基準」之適宜性,並針對國內北、中、南地區具代表性之河川水體或水庫,採樣分析本計畫建議之水體水質標準新增項目候選名單項目含量,輔助篩選並提出我國水體水質標準項目之新增候選名單;蒐集整理國內現行水體水質標準項目及我國未管制之新增候選名單人體健康資料。本計畫檢討陸域地面水體之水質指標氨氮、總磷及懸浮固體物各分類基準值之適宜性,及陸(海)域地面水體大腸桿菌群各分類基準值之適宜性,並提出相關建議;檢討水庫優養化指標(CTSI)、河川污染指標(RPI)之適宜性,提出修正建議。蒐集國外水質處理工程之生態效益評估方法,彙整國內現有之生物多樣性評估項目;並選擇國內1 處現地水質處理工程,調查及蒐集工程前後之水質改善情形及生物多樣性等相關文獻資料,列出生態效益評估項目,並印證及提出人工濕地對於環境之貢獻。

Project of reviewing and Evaluating Surface Water Classification and Water Quality Standards

英文摘要 The main objectives of this project were: (1) to propose the CCLs of the “Surface Water Classification and Water Quality Standards”; (2) to establish the human health effect database of the CCLs’ items; (3) to review the classification of the surface water and the corresponding standards; and (4) to evaluate the contribution of the constructed wetland on eco- and environmental aspects. Through comparing with foreign countries’ standards, this project reviewed the recent “Environmental Standards for Protecting Human Health” in the “Surface Water Classification and Water Quality Standards”. Samples taken from the representative reservoirs and surface waterbodies were analyzed to check the environmental background information for the suggested new items and their relative standards. With the above efforts the contaminant candidate lists (CCLs) for protecting human health then proposed as well as their corresponding human health effect database.This project reviewed the standards of ammonia, total phosphate, suspended solid in the“Surface Water Classification and Water Quality Standards”, as well as the total coliform standard for the river and marine waterbodies. In addition, this project also reviewed the index for evaluating the extent of eutrophication for reservoirs, Carlson trophic state index(CTSI),and of the pollution for rivers, river pollution index (RPI), and proposed recommendations forfurther revision. Finally, this project designated a constructed wetland to evaluate theperformance of improving water quality, the promotion of biodiversity, and the contribution tothe environment.
