兩岸因應水環境變遷與水質管理技術交流合作

中文摘要 本計畫評析大陸地區水環境管理及水質保護相關策略及作法,拓展兩岸水環境永續合作契機,並舉辦兩岸水環境管理及水質改善技術研討交流,強化兩岸因應水環境變遷之實質交流及合作。本計畫工作內容包括:(一)蒐集彙整大陸地區因應水環境變遷重點流域水質管理及現地水污染防治技術應用最新動態;(二)蒐集彙整大陸地區集水區、非集水區暴雨逕流污染管理以及流域污染總量管制推行現況,內容包括管理機關組織架構、推動管制策略及作法等;(三)蒐集彙整大陸地區流域水質管理相關法令基礎及中央與地方、地方與地方分工模式;(四)分析前述大陸地區因應水環境變遷流域水質管理保護策略,與臺灣相關策略與措施進行比較,研提對我國相關政策之建議,並提出未來兩岸長期合作議題及方向之建議;(五)研析兩岸污染排放流域總量管制等相關事務合作之可行性。 研究成果方面,藉由「兩岸因應水環境變遷與水質管理技術交流合作」座談會,以及多次參訪行程,本計畫彙整大陸地區流域在水質管理、暴雨逕流污染管理、總量管制、法令基礎、中央地方分工等工作之內容,並分析其優缺點,提供兩岸相關單位參考。大陸地區方面其優點包括「由上而下」之管制架構,大陸地區之整體流域管理已將生物性指標與生態效益納入,以及利用經濟誘因全面性改變污染排放特性。改進空間方面包括相關標準尚未完整建置,形成上有法令但無法執行之困境,為達成經濟成長之目標易造成與環境保護間之矛盾,以及民眾參與機制有待提高等。另一方面,台灣之整體性流域管理制度以及民間投入參與均為強項,可提供對方參考學習。

Establishment of China-Taiwan Colleboration on water environment change and water quality management

英文摘要 This project reviewed and evaluated the water environmental management and water quality protection strategies and practices of mainland China, and promoted the sustainable cooperation opportunities to expand cross-strait water environment management and water quality improvement technology, to strengthen the cross-strait substance of the exchange and cooperation. This project included: (a) collecting and compiling mainland China water quality management of water environment changes in key rivers and in situ water pollution control technology applications; (b) collecting China mainland catchment stormwater runoff pollution management, and watershed pollution by the implementation of TMDL including administrative authority organizational structure and the practices, etc.; (c) collecting and compiling China basin water quality management-related decrees foundation and central and local governments, the local and the local division of mode; (d) comparing with Taiwan-related strategies and measures, research mention of the relevant policies of the recommendations and proposed future cross-strait long-term cooperation issues and the direction of the recommendations; (e) evaluating the TMDL of the pollution emissions related to the feasibility of cooperation. The results came from the “Water Environmental Changes and Water Quality Management Technology Forum”, as well as several itinerary plans to collect the basin water quality management, stormwater runoff pollution management, total control, decrees foundation, central and local division of the contents of the work, and to analyze their strengths and weaknesses from China, with reference to relevant units of the two sides. China has its advantages, including the regulatory framework of the “top-down” the overall watershed management, biological indicators and ecological benefits have been included, and the use of economic incentives for comprehensive change pollution emissions characteristics. On the other hand, the holistic watershed management in Taiwan, clear and concrete, as well as private participation in the power of Taiwan, are worthy of the other reference learning.
