This project consists of four main components, and the achievements on each component are as follows: (1) To evaluated the capacity of
industrial wastes recycling: (a)To compile statistics of the generated and recycled amounts of industrial waste for the year 2011, and analyze the current development of the recycling industry. (b) To integrate the recycling technology on the major categories of industrial wastes. (c) To predict the amount of industrial wastes generated from the top 10 industries in the next 5 years and evaluate the treatment capacity on existing treatment facilities. (2) To harmonize the related resource recycling regulations: (a) To review the resources recycling laws and related policy in developed countries and the current regulations of
industrial waste recycling promulgated or revised direction by the central industry competent authority (b) To propose the amendment of industrial waste recycling according to the related management reviewed (c) To accomplish the drafts of Examination of the Industrial Wastes Recycling Permit and other supplementary measures (d) To provide the draft for amending the resource regenerated measures (e) To draft the management regulations for waste recourse clearance and disposal organization, the
items and management measure of recycling waste resource according to the draft Resources Recycling and utilization Act, draft the management regulations for waste recourse clearance and disposal organization, the
items and management measure of recycling waste resource (3) To edit recycling management guidebook: (a) To review the operation and
management regulations of industrial waste recycled and renewable resource items by the central industry competent authority and CNS for
each industrial waste recycled products. (b) To edit the recycling management guidebook of “electric arc furnace slag” and “waste acidic
etching solution” as the reference for the competent authority (4) To conduct recycling permit examination: (a) To design the frame of
“Resources recycling information management system” and “Recycling permit Apply and Audit system”. (b) To help the authority reviewing four
application cases of recycling permit and one of them being approved.
