The main tasks of this project were included supervising, verification and technical support. In supervising and verification, the main purposes are supervising the improvement on the heavy metal polluted soil sites in the “pollution improvement project for soil pollution control sites at Taoyuan County”, and de-controlled those sites by testing the metal concentration, to ensure the polluted level has decreased to accepted control standards through the improvement process. In technical support, the main purposes are establish the Standard Operating Procedure (SOP) of patrolling of soil pollution control sites, schedule control of improvement works and the assigned task by Environmental Protection Bureau (EPB) of Taoyuan Government.
During the period of plan, the supervising and verification works including supplementary investigation of 260 farmlands and preliminary investigation of 65 farmlands, consultative conferences before the improvement, and supervising and verification of soil quality for 173 farmlands (36.24 ha) farmland. In technical support works had completed: (1)establishing the SOP of soil pollution control sites patrolled and patrolling bimonthly(completed 13 times), (2)scheduling management of improvement works, (3)assisting proclaim controlled and de-controlled soil pollution control sites, (4)combining the progress of the Zhongfu farmlands’ the 319 farmlands plan and the Taoyuan Aerotropolis controlled soil pollution farmland monthly, and develop the improvement plan, (5)developing the investigation and prevention plan of heavy metal polluted farmland, (6)establish soil pollution farmlands claimant SOP and help to execute the program of claimant, (7)assisting do the compensated program’ arrange visiting of farmlands’ prepare for performance evaluation and Taoyuan project meetings etc..
