2012 Management and Control Project of Construction Sites in Tainan City which followed the past years’ rountin on inspecting the construction sites and promoted latest relvent regulations. In whole-Term of this project, from Feb. 14, 2012 to Dec 31, 2012, this project completed objectives in the arranged schedule. During this period, total of 6,511 new construction sites declared Air Pollution Fee which amounted to 106,963,819 NT dollars. Futhermore, there are 9,353 construction sites still under construction, which could produce up to 12,729.04 tons TSP emission acrroding to our estimative calculation. In order to increase employers’ awareness on eviromental protection, this project proceeded with 14,922 patrols, 7,806 sites were under this project’s observation list, and control rate was 83.46% . Through this project’s management, the average reducing rate was 60.35 % that casuesed actual TSP emission to 5,049.92 tons. The digital operation patrol (this year innovative action) was beginnig and proceeded with 7,393 patrols from Jun. 01, 2012, estimated saving about 36,965 sheets of paper.
Rice is the major agriculture product of Tainan city, but the traditional open-burning caused air pollution after haverst season. For this reason, We also made agrrement on “Non-Open-Burning Article” with contracted farmers and 4 rice manufactures of famers’ association, total rice paddy reached 831.23 hectare. However, 72 sites occurred open-buring during the period of this project, burning area were 36.86 hectare. Patrol members assisted to put out fire on 17.28 hectare, amounted to 130.54 tons, control rate was 46.88 %. In addition, we discoverd 35 barren lands under the control, including normal and river barren lands total 61.05 hectare. Beside issue of barren lands, there were 23 uncover-suface sites improved under this project consulted, the improving area arounded 33.42 hectare. Moreover, we held 5 meeting for heavy emission construction , 2 explanatory conference, 4 “Non-Open-Burning” explanation session, and published 10 news.
