強化廢電子電器及廢資訊物品販賣、回收處理體系管理暨提升回收處理效能
中文摘要 | 本計畫完成之工作內容包括: (一) 廢電子電器冷媒回收調查:本研究分別蒐集美國、加拿大及澳洲廢電子電器冷媒回收規範,並加以比較與我國相關規範之差異性。另針對廢冷暖氣機及廢電冰箱分別各進行12批次及7批次之冷媒收集實地抽驗,抽驗結果推估冷暖氣機冷媒回收率平均為60.5%,廢電冰箱冷媒回收率平均為22.2%,並完成13家廢電子電器受補貼機構之泡棉臭氧危害物質殘餘量分析及廢冰箱粉碎機排氣口冷媒(CFCs)排放濃度分析,比較德國處理標準規範國內業者之設備處理效能仍有提升之空間,另完成輔導2家受補貼機構之廠內危險區域劃分及危險區域風險評估建立安全作業規範,綜合上述查驗結果後提出含環保冷媒之廢電子電器處理防爆安全作業指引及我國廢物品冷媒收集技術規範調整建議。 (二) 衍生物及再生料再利用管道:透過所設計之年產量、年處理量、市場價格、有害程度等遴選指標進行評估,最後遴選出銅鋁再生料及廢印刷電路板,其中銅鋁廢料建議增設備提升產品純度,而印刷電路板則提出設備改善方案,以增加金屬回收之可行性;此外探討國內面板玻璃之再生管道,建議以玻璃瀝青、土木材料以及製磚為可行之去化管道,其中又以耗用量最大的玻璃瀝青為最佳方案;而錐管玻璃再生管道則以製成瓷磚、人造骨材及防輻射玻璃等三項為可行方案,本年度先進行透水磚試做,依據分析結果其符合產品以及毒性溶出試驗規範,未來可進一步探討量產之可行性。 (三) 加強廢四機回收體系之相關業者輔導:本年度列管販賣業者共計4,667家、回收處理業者250家,為落實各項宣導工作本計畫共計完成10場次制度說明會、30場次現場輔導,並透過電話專線、電子郵件以及討論區等諮詢窗口,服務系統使用者。另因應遵行事項之修正,完成23種各項作業表單及統計報表之規劃。 (四) 檢討廢四機回收申報制度及管理制度:101年1月1日至12月31日止販賣業者經由逆向回收制度,共交付廢四機73,414台,其中35,852台已完成稽核認證作業。檢討廢四機回收逆向制度成效,以7~12月作為比較區間,101年度較100年度完成回收之數量增加了26,960台成長近96%,足見政策調整後有效提升販賣業者之配合度,且政策推動間接使整體認證量增加245,402台,幅度將近25%。本年度計畫執行協助制訂查核作業標準程序以及查核與警告表單製作,且收集各界意見以及申報資料分析,提出簡化聯單交付程序與強化流向追蹤及交付查核等,作為未來政策調整之執行重點。 | ||

To strengthen management system of home appliance dealer and e-waste recycling and to raise efficacy
英文摘要 | The purposes of this project include: (1) The refrigerant of waste home appliance investigating: This project researched the refrigerant standards of USA, Canada and Australia and compared the difference. This project also calculated the collection ratio to sample 12 times of refrigerant from waste air-conditioner and 7 times of refrigerant from waste refrigerator, the result were 60.5% and 22.2% separately. This project researched the residual of ozone in the PU foam and the refrigerant concentration near the exhaust pipe of waste refrigerator shredding machine and the results which were compared with Germany’s standard needed to enhance more. We assisted the 2 enterprises with editing safety process document for dangerous zone and risk assessment. Finally, according above, this project proposed the flame-proof and safety process procedure standard for eco-refrigerant and refrigerant collection suggestions. (2)The channels of waste and recovery materials: this project this project would make indices included annual production, annual treatment, price and hazardous waste to assess, and metal materials (copper and aluminum) and printed circuit board (PCB) were selected to assess at recycling program. For enhancing the copper purity and metals recycling from PCB, this project suggested to install equipment. Moreover, this project investigated the international recycling channel of panel glasses and the channels were to make glass asphalt, civil structure, bricks or cement, among above, the best one was to make glass asphalt, and CRT glass was utilized to make to synthesis aggregates, ceramic tiles or radiation-protective glass. This project was to try to make permeable brick and exam the toxic reaction first this year. (3)To counsel related retailers in the take-back system: The regulated system retailers for take-back were 4,667 and collection and recyclers were 250. For improving the take-back system information, this project held 10 information meetings and 30 on-site counselings, and served by toll-free call, e-mail and discussion forum. Further, this project revised the regulation and finished 23 different forms for take-back system. (4) To inspect the reporting and management system for take-back system: from January 1 2012 to December 31 2012, the waste home appliances which were collected through take-back system were 73,414 and parts of 35,852 were sent to recyclers. To examine the efficacy of home appliance take-back system, the growth of collection numbers increased 23,949 items (the increasing ratio was 96%) compared with the same period (July to December) last year, and it showed that the modified take-back system rise the retailers coordination. The take-back system was carried out to increase 245,402 items (the increasing ratio was 25%). This project assisted to make S.O.P for inspecting process and forms and collect suggestions from experts to simplify the manifests and enhance the tracks system for waste. | ||
