執行液化石油氣氣價補助及查核

中文摘要 本年度計畫主要工作內容可分為四個部分,第一個部分係執行補助申請案件之受理、審查、查核及撥款工作;第二個部分係操作管理氣價補助資料庫,完成資料建檔並進行統計分析;第三個部分係蒐集國內液化石油氣車及加氣站相關資訊;第四個部分係辦理教育訓練,以及提升效能,計畫成果說明如下: (一)辦理本年度補助款申請案件受理、審查、查核作業,經由電腦全面審查及交叉比對,並利用資訊系統自動產出核銷彙整表,可確保核撥資料正確無虞。針對氣價補助金額降低,使業者降低提交案件品質降低,後續推動宜加強輔導,促成業者按時提交加氣資料。 (二)資訊系統建置可彙整各資料庫資料,透過交叉比對並進行全面檢查,可提升審查之作業效能。加氣站業者亦能透過資訊系統得知申請案件之退補件資訊、氣價補助浮動調整單價公告資訊、有加氣紀錄之車籍查詢(包含車號、燃料別、有效及檢驗日期)以及相關之統計分析。 (三)申請補助案件之加氣紀錄匯入資料庫,可進行相關統計分析呈現現行推動成效或供後續推動參考,其中氣價補助政策自100年起調整為浮動單價補貼方式,彙整99至101年度核銷紀錄,其中氣價補助政策調整除可大幅降低推動成本,且發氣量仍維持穩定趨勢,顯示補助方式調整仍可維持液化石油氣使用意願、氣價補助維持之油氣價差具經濟誘因。 (四)本計畫彙整96年至101年資料,由多變量分析可知氣價補助方式調整確實對發氣行為造成影響,補助方式調整前車主加氣行為受加氣站數及油價影響,於補助方式調整後,車主加氣行為改受已補油氣價差影響。 (五)目前(截至101年12月底)國內共設置65座加氣站,其中停歇業加氣站計5座,開業未營運加氣站計2座,因此營運中加氣站共58座。經與業者詢問,停歇業加氣站表示因不堪長期營運虧損而決定停止營業;另由能源局調查加氣站每日營運所需最低氣量可知,目前營運中加氣站均達到每日營運所需之最低氣量。 (六)本計畫為瞭解民眾意見及建議,針對加氣站業者、改裝廠業者、改裝車主及汽油車主進行現場訪查。其中加氣站及改裝廠業者建議持續提供氣價補助以維持穩定油氣價差,另加強宣導油氣雙燃料車優點。經本計畫與改裝車主及汽油車主訪查結果可知,車主改裝為油氣雙燃料車之誘因為油價高漲,為減少高油價帶來之衝擊,其次為較環保。另外,改裝車主及汽油車主對於油氣雙燃料車推廣資訊來源為加氣站及維修保養廠。後續推動宜由加氣站及改裝廠業者本身加強油氣雙燃料車宣導,除可提升改裝車數,亦可提升發氣量。 (七)彙整歷年氣價補助執行成果,可知油氣雙燃料車推廣之加氣量約可取代1%之汽油使用量,顯示氣價補助可分散部分能源之使用。 (八)依據交通部調查計程車之年平均行駛里程,可藉由車輛耗能推算車輛使用可節省之燃料費成本,由101年度未補油氣價差計算約可節省28,398元/年,加上環保署氣價補助可額外節省1,769元/年,計程車改裝為油氣雙燃料車每年約可節省30,167元。 (九)油氣雙燃料車之推廣目的分別為降低高油價對民眾帶來之衝擊、分散能源使用、以及改善空氣品質。民眾以經濟誘因為主要考量,可知計程車每年約可節省3萬元,加上加氣站協會加碼2萬元環保減碳卡優惠,1年內即可回收LPG改裝成本,因此短期內仍需藉由氣價補助維持穩定油氣價差,以降低高油價對民眾帶來衝擊。然就中長期推動而言,後續宜研議燃料稅隨油徵收等措施,除可落實節約能源政策及符合污染者負擔社會成本原則外,亦可使車主為節省燃料費而改用較經濟的運輸工具。 (十)本計畫已分別於101年8月及102年1月各辦理1場次加氣站業務聯繫會議與1場次加氣站業務座談會,透過教育訓練會議辦理提升行政效能,並進行雙向溝通。

The Inspection Project of the LPG Price Subsidy Program

英文摘要 Main tasks of The plan include four parts, and Part one is the acceptance, review, verification and appropriation of allowance applications; Part two is to manage the LPG database, to reserve data, and to complete statistical analysis; Part three is to collect relevant information concerned domestic Hybrid-LPG vehicles and gas refuel stations; and Part four is to launch educational trainings and upgrade the efficiency, with planning efforts described below: (1)Use computer to comprehensive review and cross compare the acceptance, check and audit of the annual grants application cases, and use the information system to automatically produce the write-off complied chart to ensure the correctness of audit data. Because of the reduce of the allowance of gas price, the gas refuel station has decreased the quality of submitted cases, as a result, shall strengthen counseling the follow-up promotion to make sure the gas refuel station submit the filling information on time. (2)The build of information system can compile data in all databases , and cross comparison and comprehensive check can improve the operating performance of the review. Gas refuel station can also learn the information of returned and reimbursed parts, the bulletin information of gas allowance float-adjusted unit price, vehicle registration query of filling record (including plate, fuel type, valid and inspection date) and related statistical analysis in applied cases through the LPG database system. (3) Compile the filling records of applied allowance cases to database, carry out the related statistical analysis to present the current promoted effectiveness or for the reference to the follow-up promotion. The gas allowance policy has adjusted to floated unit price allowance since 2011; compile the write-off record of 2010-2012, the adjustment of gas allowance policy can dramatically decrease the promotion cost and gas evolution can be remained stable, which shows that the allowance method adjustment can also maintain the willingness of using liquefied petroleum gas; the gas price difference maintained by gas allowance has economic incentives. (4)The plan has compiled the documents of 2007-2012, and it can learn from multivariate analysis that the adjustment of gas allowance policy indeed has an effect on filling behavior. Before the adjustment of allowance method, the vehicle filling is affected by gas refuel station number and gas price, after the adjustment of allowance method, the filling behavior is affected by the price difference of filled gas price. (5) Currently (dated at the end of 2012), there are 65 gas refuel stations national-wide, in which 5 gas refuel stations are out of business, 2 gas refuel stations are opening but not operating, so there are totally 58 gas refuel stations are on business. The gas refuel stations which are out of business indicated that the decision to stop operating is because of long-term operating losses; and the required minimum gas volume of daily operation surveyed by Energy Bureau shows that current operating stations all reach the required minimum gas volume of daily operation. (6) In order to understand public views and suggestions, this plan carries out on-site visit to gas refuel station employer, refitting factory employer, Hybrid-LPG vehicle owner and gasoline car owner. The employer of gas refuel station and refitting factory suggested to constantly providing gas allowance for the maintenance of the stability of gas price difference, and another stressed the advantages of LPG vehicles. It can be learned from the plan and the survey result of Hybrid-LPG vehicle owner and gasoline vehicle owner that the incentive of modifying the vehicle to LPG vehicle is mainly to decrease the impact of high petrol price and secondly, it is more environment-friendly. In addition, Hybrid-LPG vehicle owner and gasoline vehicle owner’s promotion information resource of LPG vehicle is from gas refuel station and refitting factory. The follow-up promotion to strengthen LPG vehicle is better advocated by gas refuel station and refitting factory employer, which cannot only increase the Hybrid-LPG vehicles, but also the gas filling volume. (7) Compile the results of gas allowance implementation over the years, it can learn that the promoted filling volume of LPG can replace about 1% of gasoline use and the gas allowance can disperse the use of parts of energy. (8)According to taxi’s annual average mileage researched by the Ministry of Transportation, vehicle’ fuel cost to be saved can be calculated through vehicle’s energy consumption. The gas price difference not be subsidized in 2012 can save NTD 28,398 /year, and the gas price allowance of Environmental Protection Agency can additionally save NTD 1,769 /year, and the taxi modified as LPG vehicle can save about NTD 30,167 /year. (9)The purposes of the promotion of LPG vehicle are to reduce the impact of high petrol price on public, to disperse energy use and to improve air quality. Take economic incentive into consideration for public, it can learn that taxi can save about NTD 30,000 /year, and with the preferential environmental protection and carbon reduction card of NTD 20,000 issued by gas refuel station association, it can take back LPG modification cost within one year, therefore, it still needs gas allowance to maintain gas price difference in short term to reduce the impact of high petrol price on public. In terms of long-term promotion, it shall advocate collecting the fuel tax going with oil collection and other measures in the follow up, in addition to energy conservation policies that can be complemented and the principles matched the society cost that can be borne by polluter, it also can make vehicle owner to switch to more economical transportation means to save fuel costs. (10)This plan has already opened one gas refuel station business contact conference and one gas refuel station business forum separately in Aug., 2012 and Jan., 2013. Improve administrative effectiveness through educational training meeting and carry out two-way communication.
