101年度嘉義市執行停車怠速熄火宣導及管制計畫

中文摘要 工商業迅速的發展,導致機動車輛也逐年的成長,依據交通部交通統計月報所登記的機動車輛登記數,截至101年11月底止,台灣地區的機動車輛數已達22,252,156輛,其中設籍於嘉義市的機動車輛數為291,189輛,機動車輛數增加,對於空氣品質的影響也越大,在環境品質隨國民所得增加而升級的呼聲下,車輛排放污染造成空氣品質劣化的問題,遂成為環保單位加強管制重點。 另外根據聯合國資料指出,車輛惰轉10秒鐘所耗費燃油已大於啟動瞬間之耗油量,另依據日本工業大學研究指出,車輛惰轉30秒以上,所排放之多數污染物如(一氧化碳(CO)、碳氫化合物(HC)、氮氧化物(NOX))及二氧化碳(CO2)已高於啟動瞬間,因此停車熄火措施可以減少車輛耗油量、空氣污染物及二氧化碳排放量,對於節省能源及人體健康有正面改善之意義。 計畫至12月14日止,計辦理1場次大型停車怠速熄火宣導活動,參加人數達2,500人次,辦理2場次種子教師訓練會議,製作停車熄火宣導帶於電台託播220檔次,於有線電視臺託播電視廣告400檔,製作100面停車熄火告示牌於本市各大停車場張貼以廣為宣導,向嘉義客運租賃10部車輛,進行車體車廂停車怠速熄火宣導廣告,停車熄火巡查881車次達成率176.2%,停車熄火稽查514車次達成率102.8%。 本計畫達成效益如下所列: 一、根據環保署統計數據,經本計畫宣導及稽查之執行,預估可年減有機化合物(VOC)4.74公噸、一氧化碳(CO)76.45公噸、氮氧化物(NOX)1.40公噸及二氧化碳(CO2)1,953公噸的排放,對空氣品質改善及節省能源有極大的幫助。 二、召開2場種子教師宣導會議,共計50個單位54人參與。藉由政府單位及學校種下往下扎根的種子,以學校及公部門為出發點,建立環保駕駛模範。同時藉由老師教導學童,進而影響家長,於健康環保兩兼顧下配合政府政策。 三、停車怠速未熄火之稽查,經稽查地點之研析規劃及逐月調整,違規情形由計畫執行初期之2%增加至期中階段約60%,大大提升稽查效益,顯示計畫稽查宣導方向正確。且經計畫有效率之稽查督導及多元宣導敦促市民養成停車熄火後,目前已使違規率逐月下降至約45%,違規率較期中階段降低約15%,顯示已達成停車熄火推廣之初步目標。

The Chiayi City carry out presentation & control program for Parking and Idle Stop in 2012

英文摘要 The number of motorized vehicles grows with the fast development of industry and commerce. The monthly report of Ministry of Transportation and Communications (MOTC) shows that there are 22,252,156 motorized vehicles in Taiwan up to the end of Oct 2012, and 291,189 of them are registered in Chiayi City. The increase of number of motorized vehicles has significant impact on air quality. With the public cries for better environmental quality under the growth of per capita household income, environmental protection authorities are paying more and more attention on deterioration of air quality due to emission from motorized vehicles. A report of UN indicates that cars running on idle for 10 seconds consume more fuel than at engine startup. Nippon Institute of Technology conducted a study program that shows most of pollutants emitted from a car running on idle for more than 30 seconds (e.g. CO, HC, NOx and CO2) are more than produced at starting up the engine. Therefore, turning off the engine at parking does reduce fuel consumption and the emission of air pollutant and CO2. It has a positive meaning of improvement in terms of energy conservation, human and health. Up to Dec 14, the program team organized or arranged 1 presentation for idle stop for large vehicles with 2,500 participants; 2 seed trainer training meetings; short audio/video production of idle stop to be played on radio (220 times) and cable TV (400 times); production of 100 posters of idle stop at parking lots across the city; and rental of 10 buses from Chiayi Bus for advertisement on car bodies and in passenger cabins for idle stop. 881 cars were inspected for idle stop during tours of inspection with an achievement rate of 176.2%. Roadside auditing for idle stop was conducted on 514 cars for an achievement rate of 102.8%. The following are the effects achieved for this program: 1. The data of Environmental Protection Administration shows that it is estimated annual reduction of 4.74 tons of VOC, 76.45 tons of CO, 1.40 tons of NOx and 1,953 tons of CO2 with the promotion and auditing of this program. It really helps the improvement of air quality and energy conservation. 2. 2 seed trainer meetings were held with 50 entities and 54 people participating. With these seeds spread in government agencies and schools where this program aims to start with, it will be able to set a good example for drivers. Also from teachers to children and in turn to their parents, the government policy will be realized for both health and environmental protection. 3. For the auditing of vehicles without idle stop, the strategically planned auditing locations and adjustment every month improved the auditing benefits from 2% reduction of violations at the beginning to approximately 60% through the middle of the program. It indicates that the auditing and promotion are on the right track as planned. The well thought-out and efficient auditing and supervision as well as the promotion of idle stop have made a success by reducing the violation by 45%, which is 15% lower than at the middle of the program, indicating the initial goal of idle stop promotion is achieved.
