毒性化學物質之管理管制評估計畫

中文摘要 本計畫執行期間自101年3月16日至101年12月31日止,主要目標為蒐集更新化學物質及環境荷爾蒙物質之國際管制資訊,並進行重點物質之國內運作現況調查,據以提出法規修正建議及協助環保署推動跨部會分工管理。工作成果包括:(1)彙整中國大陸、美、加、日、歐盟等國家、國際公約及SAICM之化學物質管制資訊,依篩選原則檢討我國化學物質相關名單,協助預告新增納管五氧化二砷、鉬鉻紅、硫鉻酸鉛及三2-(氯乙基)磷酸酯等4種毒化物,並研提毒管法修正架構建議及相關子法之改善建議。(2)完成17種物質之國內運作現況調查及提出公告列管評估建議,針對其中四溴雙酚-A等5種重點物質進行替代可行性及源頭減量評估,並完成6場次學術機構現勘輔導作業。(3)蒐集中國大陸、美、加、日及歐盟等國家之環境荷爾蒙管制資訊,協助召開跨部會管理推動小組會議及辦理2場次環境荷爾蒙教育宣導會,並完成市售清潔劑、油漆及玩具等45件抽檢採樣工作。(4)維護及更新毒化物GHS標示指引內容,完成鄰苯二甲酸二乙酯等15種物質中文毒理資料摘編譯及發行24期電子報,俾供各界瞭解毒化物之管理趨勢與特性。

Project of Assessment and Management of Toxic Chemical Substances

英文摘要 The primary goal of this plan, which was implemented from March 16, 2012 to December 31, 2012, was to collect up-to-date information from around the world concerning the control of chemical substances and environmental hormone as well as to conduct a survey of the key substances currently utilized in Taiwan in order to make recommendations for the revision of relevant laws and help the Environmental Protection Administration (EPA) promote inter-agency management. The results of our work included (1) a compilation of control information concerning chemical substances from countries and regions such as China, the United States, Canada, Japan, and European Union member states as well as international conventions and Strategic Approach to International Chemicals Management (SAICM); a review of relevant lists of chemical substances in Taiwan in accordance with screening principles to assist with the pre-announcement of the four newly-regulated substances arsenic pentoxide, molybdate chrome red, lead sulfochromate, and tris(2-chloroethyl) phosphate; and proposed recommendations for a revised framework for the Toxic Chemical Substances Control Act and improvement of relevant regulatory provisions; (2) a domestic use survey of 17 substances was carried out, and recommendations for assessment of regulatory control, assessment of replacement feasibility, and source reduction of five of these substances, including tetrabromobisphenol A, were proposed; moreover, guidance and assistance was provided for six on-site surveys conducted by academic organizations; (3) information regarding the control of environmental hormone was collected from countries including China, the United States, Canada, Japan, and European Union member states; we assisted with the holding of an intra-agency management task force conference and two environmental hormone education and awareness meetings; and we completed 45 instances of sampling of cleansers, paints, and toys currently on the market; (4) we maintained and updated Globally Harmonized System for Classification and Labelling of Chemicals (GHS) label guidelines for toxic chemical substances; compiled and translated toxicological data abstracts into Chinese for 15 substances, including diethyl phthalate; and issued 24 e-bulletins to provide interested parties with information on toxic chemical substance management trends and characteristics.
