101年度嘉義市民俗活動、餐飲業及露天燃燒空氣污染稽查管制計畫

中文摘要 本年度各項工作成果摘要如下: (一) 寺廟空氣污染物調查執行成果: 本年度共完成60家次寺廟空氣污染物調查,由調查資料推估,寺廟紙錢每月概估之6,389公斤出售量推估其排放污染量,可能造成懸浮微粒(PM10)為70公斤、硫氧化物(SOx)為16公斤、氮氧化物(NOx)為18公斤、一氧化碳(CO)為773公斤及多環芳香烴(PAHs) 0.49公斤。 (二) 推動寺廟神壇空氣污染減量: 本年度透過主動協談與拜訪,計有15家寺廟響應空氣污染自主管理,累計本市配合此項管理辦法之寺廟達52家。 自96年推動迄今(101年度),依今年度調查結果,寺廟平均紙錢減量約4.34公斤,拜香減量377支;估計響應自主管理之寺廟總共可減少燃燒紙錢63,281公斤/年,拜香則減少352萬5,752支/年,促成懸浮微粒(PM10)削減量為696公斤、硫氧化物(SOx)削減量為158公斤、氮氧化物(NOx)削減量177公斤、一氧化碳(CO)削減量為7,657公斤及多環芳香烴(PAHs)削減量為4.87公斤,並減少碳排放量95公噸。節能效益方面,本年度新增響應的寺廟13家,共計汰換24,613顆燈泡。自96年迄今(101年11月)響應之寺廟藉由逐步改用LED燈,總共已完成汰換232,007顆燈泡,汰換率約93%。 本年度寺廟空氣污染自主管理績優寺廟分別為增光寺、大明禪寺及彌陀禪寺,已於101年12月3日公開表揚。 本年度選定大天宮、朝天宮、南恩禪寺及南興宮等4家寺廟作為推動以米代金措施之寺廟。依今年度統計之寺廟信眾人數,估計每年可減少2,104公斤氣狀污染物及183公斤粒狀物之排放,同時可減少近25公噸CO2排放,相當於2,080棵喬木之CO2吸收量。 (三) 紙錢集中燃燒活動: 本年度共促成各類污染物減量:粒狀污染物10.86公噸、硫氧化物2.47公噸、氮氧化物2.77公噸、一氧化碳119.42公噸及多環芳香烴0.075公噸。 統計歷年紙錢集中焚燒量(常態性及重要節慶),共計收集紙錢987公噸。各年集中量自97年起配合自主管理推廣下,由平均25公噸急遽成長至211公噸,成長率超過700% (四) 露天燃燒稽巡查管制作業: 本年度計畫執行期間,共接獲露天燃燒相關案件陳情94件,即時監控發現案件1件,共計完成稽查95次,後續主動實施巡查182件次,總計完成277件稽巡查工作。 在1期稻作收割期間加強巡查部份,本年度共執行47件次,主動發現稻草露天燃燒情形者4件。共扼止7,720平方公尺之稻草燃燒,減少297.84公斤之一氧化碳及14.59公斤之粒狀物產生。 (五) 餐飲業空氣污染稽查管制: 本計畫共進行餐飲業稽巡查257件次,作業達成率100%。依案件稽查種類,分別為民眾陳情稽查138件(54%)、陳情改善期間稽查47件(18%)、改善完工後稽查46件(18%)及一般性稽查26件(10%)。 (六) 餐飲業空氣污染輔導減量: 本年度餐飲業專案輔導工作於3月26日、5月29日、7月27日、8月10日、8月17日、8月27日及11月12日,共計輔導15家次,作業達成率達100%。,輔導行程乃邀請國立中山大學環境工程研究所周明顯教授,同進行現場會勘與輔導工作,改善完成率93%。 (七) 餐飲業普查作業: 共完成餐飲業普查工作110家,完成率100%。在普查餐飲業中,以經營型態區分,中式所佔比例最高,達37%;在集氣設備設置方面,多數業者均裝設半罩式,所佔比例高達61%;前處理設備裝設裝設擋板式佔59%;後處理設備裝設情形,則以水洗式設備為主,其比例為28%。餐飲業普查成果,以TEDS7.1之燃燒污染源排放係數所計算之TSP排放量為12,555.4公斤,THC之排放量則為32,414.2公斤。

Chiayi City folk activities, catering and open burning of the Air Pollution Control plan

英文摘要 Summary of the work results during the year are as follows: (A) The results of the investigation of temples’ air pollutants We has fully completed investigation. According to the Estimation by the survey data, the joss paper consumed 6,389 kg. That may cause particulate matter (PM10) 70 kg, Sulfur oxides (SOx) 16 kg, Nitrogen oxides (NOx) 18 kg, Carbon monoxide (CO) 773 kg and Polycyclic aromatic hydrocarbons (PAHs) 0.49 kg. (B) The promotion of the reduction of air pollution from temples and altars As for the self-management and promotion of the air pollution from temples, a total of 15 temples has participated in the project and it reached 100%. According to our survey, the amount of burst joss paper in every temples has reduced about 4.34 kg per month. The reduced incenses are 377. The total reduced amount of the joss paper are 63,281 kg per year and the incenses are 3,525,752. As for the energy efficiency, this year temples new to this project are 13 in total. They have replaced 24,613 LED bulbs. Since 2006, the amount of replaced LED bulbs are 232,007 and the replacement rate reached 93%. (C) Joss paper burning together activities Till Nov. 30, the gathered joss paper was 211 ton, and reduced emission including 10.86 tons of particulate pollutants, 2.47 tons of sulfur oxides, 2.77 tons, of nitrogen oxides, 119.42 tons of carbon monoxide and 0.075 tons of polycyclic aromatic hydrocarbons. (D) The inspection control operations of open burning A total of 277 cases petition received on open burning. During the rice harvest period, we inspected 47 times, and stopped 7,720 square meters open burning of straw. (E) Inspection of air pollution control on food and beverage industry There were 257 cases of inspection finished. The completion of operation reached 82%. As for the type of inspection, there are 138 cases of public petition; 47 cases of trace of the petition improvement; 46 cases of completion of the petition improvement, 26 general inspection cases. (F) Air pollution reduction counseling in the food and beverage industry There were 15 restaurants have reduced their amount after counseling. The operation achieving rate is 100%. After the counseling member’s, Professor Zhou Ming xian, Institute of Environmental Engineering, National Sun Yat-sen University) on-site investigation and recommendations, there were six industries have completed improvement (the improvement rate 93%), yet we still have to track the progess of improvment in the rest of the industries. (G) The survey of the food and beverage industry There were 110 cases have surveyed, achieving rate is 100%. The proportion of the Chinese restaurant is 37%. There is 61% installed semi-hood exhaust equipment. And according to the survey, the emissions are 12,555.4 kg of total suspended particulate(TSP), and 32,414.2 kg of total hydrocarbon compound(THC).
