離島地區(澎湖、金門及連江)污染源調查及管理計畫

中文摘要 行政院環境保護署為維護離島三縣(澎湖、金門及連江縣)水體環境品質,持續打造宜人樂活之水環境,自101年至106年推動「水體環境水質改善及經營管理計畫」,將離島水庫及港灣水質之污染整治工作納入,期提升離島居民生活、環境品質、增進國民健康與福祉、維護環境資源並追求永續發展。有鑑於此,為延續歷年整治成果及推動「水體環境水質改善及經營管理計畫」,環保署乃於101年度辦理「離島地區(澎湖、金門及連江)污染源調查及管理計畫」之委辦工作,除針對澎湖、金門及連江三離島之水庫進行污染整治策略之研擬工作,並藉由與各縣相關業管單位所召開之目標與策略研商會議,尋求中央與地方之整治理念共識,以求得可行且有效之水庫水質改善方法。 本計畫由各離島之水質現況切入,個別探討金門、澎湖以及馬祖之水庫主要污染原因及來源,並據以篩選各離島重點整治水庫,並針對重點整治水庫進行污染量推估,包括外部點源污染、非點源污染以及水庫內部負荷之總磷釋出量,以評估各水庫之水質惡化主因。再依據污染成因訂定分年分期之污染削減策略,同時依據各策略之污染削減量評估目標達成可行性,最終依據研擬之策略彙整分年分期之工程費用預算,提供後續相關業管單位於水庫整治作業上之參考。各縣市並擇一重點整治水庫(金門縣太湖、澎湖縣興仁水庫、連江縣勝利水庫),彙整所有整治措施、期程與經費於附錄四。

The pollution investigation and management in outlying island area

英文摘要 In order to maintain the water quality of 3 outlying island countries (Penghu, Kinmen and Lienchiang County), Taiwan EPA promote “Environmental Water Quality Improvement Master Plan project” form 2012 to 2017, to enhance the outlying island living, environmental quality and to advance the health of people, and preserve environmental resources and the pursuit of sustainable development.. In order to extend the results of “Environmental Water Quality Improvement Master Plan project”, Taiwan EPA promote “The pollution investigation and management in outlying island area project” in 2012, to develop the strategies of outlying island water quality improvement. And hold a meeting to confirm the target and strategy, to achieve feasible and effective reservoir water quality improvement methods. According to the water quality of outlying islands, to individually investigate the main reason which cause the water pollution of Penghu, Kinmen and Lienchiang County, and select the important reservoir. Then estimate the amount of pollution, including the external point source pollution, non-point source pollution, and the the reservoir internal load, to assess the main reason of the deterioration of the water quality of the important reservoir. According to the reason of pollution, develop the pollution reduction strategy, and estimate the project budget and benefit, to provide reference of strategy development to government organization. In Appendix IV, there are including every city’s key Reservoir pollution reduction strategy, timetables and funding.
