城市碳盤查登錄及碳揭露服務平台系統建置規劃與教育訓練專案計畫

中文摘要 本計畫掌握國際間城市組織發展趨勢及作法,協助輔導2座城市盤查作業,掌握自我碳排放量,建置城市層級溫室氣體碳揭露服務平台,逐步建構縣市溫室氣體排放基線,作為未來減量能力基礎。說明如後所述: (一) 已研析國際城市組織作法及指引:蒐研碳揭露管理作法(ICLEI及CDP cities)及指引(IEAP、LGOP、City-GHG及GPC),以及三個國際間城市碳盤查案例(紐約市、瀋陽市及都柏林),作為推動城市碳管理之參考。 (二) 試行城市溫室氣體盤查輔導:依循我國城市盤查指引,擬定城市盤查程序,已完成臺中市及宜蘭縣盤查作業,藉由城市排放量可釐清主要排放源,便於後續擬定減量策略。臺中市行政轄區以能源部門(89%)為主、涵蓋工業能源(65%)、住宅及商業(12%)、運輸(12%),而為工業製程次之(9%)、政府機關以廢棄物為主(65%),次為能源(35%);宜蘭縣行政轄區以能源部門(98%)為主,涵蓋工業能源(60%)、運輸(28%)及住宅及商業(9%),政府機關以廢棄物為主(64%),而為能源次之(36%),並分別撰寫報告書。 (三) 建置我國城市層級碳揭露服務平台:依據國際登錄平台(cCCR)及我國城市盤查計算指引與表單,完成建構我國碳揭露平台,以揭露及登錄兩大功能為主,亦可提供各縣市執行登錄自我排放量。 (四) 辦理城市溫室氣體盤查與碳揭露教育訓練及說明會:為推動各縣市執行城市盤查,已辦理11場次說明會及4場次訓練操作會,透過宣導及教育方式,逐步建構自我盤查之能力。

Project for Establishing Cities' Carbon Inventory, Registration and Disclosure Service Platform Syst

英文摘要 The Project has followed international development trends and assisted two domestic cities in keeping track of their GHG emissions. At the same time, the Project has established a carbon disclosure service platform system for cities. Through these achievements, the Project can build up not only GHG emission baseline for cities, but also the capability of emission reduction in the future. The accomplishments of the Project are summarized below: 1.Studying international guidelines and methodologies To promote cities’ carbon management, the Project has compiled the international organization of cities (including ICLEI and CDP Cities) and international inventory guidelines (including IEAP, LGOP, City-GHG, and GPC). Moreover, the Project has conducted case studies for New York City, Shenyang, and Dublin. 2. Tentative run of city-level GHG inventory guidance The Project has followed the “City-level GHG inventory guideline” of Taiwan and has completed the inventory processing for Taichung City and Yilan County (including both citywide and city government inventories) to facilitate the identification of major emission sources for future planning of potential emissions reduction strategies. The emission inventory of Taichung City indicates the largest emission source from the energy sector (89%), including 65% from industrial energy use, 12% from residential and commercial energy consumption, and 12% from transportation, while the second largest emission comes from the industrial processes sector (9%). On the other hand, the city government GHG inventory shows most emission from the waste sector (65%), followed byand the energy sector (35%). Under the same scenario, the citywide emission inventory of Yilan County shows the largest emission from the energy sector (98%) including 60% from industrial energy use, 28% from transportation, and 9% from residential and commercial energy consumption; while the agriculture sector (2%) is the second. Furthermore, the city government of Yilan County emits the most GHG in the waste sector (64%) followed by the energy sector (36%). The results of the Project were written into respective resports. 3. Building city-level carbon disclosure service platform system Based on international registry platform (for example: cCCR), as well as our City-level GHG inventory guideline, the Project has built cities' carbon disclosure service platform system. This system focuses on registration and disclosure, and also provides cities for recording emissions. 4. Holding information sessions and training programs To promote cities to carry out GHG emission inventory, the Project has held 10 information sessions, and 4 training programs. Through advocacy and education, responsible local government personnel are expected to be able to perform GHG inventory independently.
