ccomplishments of the project from July 14th 2011 to March 13st 2012 are as follows: In the aspect of cleaning fleet management, the project accomplished installation of GPS systems on 51 cleaning vehicles in 21 zones; accumulated a cleaning mileage of all the zones reached 14,279.8 km, of which 6,049.4 km complied with EPA specified operation regulations (speed of cleaning vehicle ≤20kph), a compliance ratio of 42.4%; road cleaning operation accumulated 79,032.6km, of which 49,014.6km complied with EPA road cleaning requirements (vehicle speed ≤10kph), a compliance ratio of 62.0%.
In the road maintenance survey, results showed that length ratios of 10% A-class inspected roads showed a declining trend in the July to September period of 2011 from 52.68 % of July to 13.5% of September, and maintained at 20.5~24.5 % after October, indicating New Taipei City had insufficient road maintenance capacity after
August of the same year, therefore the road cleaning rating fell mainly into the B-class range. The project further carried out sampling and analysis on cleaning results of 30 roads during the July to December period of 2011; results show an average dusting load of 1.5 g/m2. In the detection and control of road pollution sources, the project has so far released 434 extracts of patrol logs on the Ecolife website. The reported number of patrol objects accumulated up to 2,174 items, 4
of which the majority was litter reporting (2,080), followed by small Ads (89). The number of Road Stain Report issued by the project accumulated 42 cases, of which 3 cases are yet to be cleaned; the overall improvement ratio is 93%.
In the promotion of road adoption, 19 corporations signed a road adoption agreement in 2011, covering 14,380m of roads. Converted into a frequency of road maintenance, an average monthly cleaning mileage of 307.82km has been accomplished. In the aspect of dust discharge/reduction of traffic exhaust, the project estimated a TSP (total suspended particles) emission from traffic exhaust of 15,180mt, a PM10 emission of 2,914mt, and a PM2.5 emission of 705mt, approximately, in New Taipei City in 2011. The calculation shows that 2011 road cleaning operation may reduce traffic TSP emission by 556mt, a reduction rate of 3.66 %. In the cleaning performance questionnaire, 37.5% of the public rated Satisfied for road cleaning and maintenance, 49.9% responded Fair, and 12.6% responded Unsatisfied. Among the surveyed roads, the highest satisfaction ratio fell into Wenhua Road of Banchiao which reached 58.2%; Jingping Road of Zhonghe received a Highly Unsatisfied ratio of 23.5%. Furthermore, citizens of Beishin Road and Zhongshin Road of Hsindien and Sanmin Road of Luzhou gave a high ratio on Road Dust Pollution, ranging from 26.4% to 27.6%,while 29.4% citizens of Jingping Road of Zhonghe deemed a higher ratio on Litter and Dirt in the road.
