固定污染源空氣污染物連續自動監測設施擴大管理及數據統計應用計畫

中文摘要 本計畫旨在因應「固定污染源空氣污染物連續自動監測設施管理辦法」(管理辦法)修正,檢討掌握國內公私場所及地方環保局對於連續自動監測系統(Continue Emission Monitoring System, CEMS)之操作、營運、管理及數據統計應用之狀況與績效,協助環保署蒐集國外CEMS最新管制規定、彙整環保署及縣市環保局歷年CEMS查核工作成果,落實空氣污染管制工作及掌握應設置固定污染源連續自動監測設施並協助地方主管機關管理公私場所監測設施操作維護情形、電腦程式及監測數據是否正確,並提升CEMS相關業務承辦人員應用管理專業能力。 為提升CEMS整體管制作業及研擬未來推展策略與實施方案,已完成國內歷年CEMS查核及管制之需求以及國外近年CEMS管制之法令最新規定與後續發展趨勢資料收集彙整,並考量CEMS業務承辦人員職能提升、加強監測數據正確性,避免發生公私場所CEMS監測數據造假事件,提出國內CEMS從102年至104年的三年管制策略。另外,本計畫也針對重金屬、汞及粒狀物質量濃度連續自動監測設施的國外發展情形作較詳細的報告及補充說明。再者,本計畫根據監測數據蒐集彙整及分析步驟,提出監測設施查核標準作業程序,包括前言、查核作業流程、現場查核作業方式、數據比對及分析、稽查及裁處作業要點等五大單元。 為強化CEMS整體查核工作之執行暨管制成效,本計畫完成半導體業CEMS設置輔導37根次、廢氣燃燒塔CEMS設置輔導31根次、石化業CEMS設置可行性調查作業15根次、光電業檢測期程進行校正誤差測試查核(RATA)現場監督查核11根次,並配合空污費查核計畫完成10 根次排放管道之查核並從中挑選6廠7根次排放管道使用中之標準氣體共25個樣本進行標準氣體濃度查核作業。藉由本次查核工作,了解半導體業及廢氣燃燒塔設置CEMS、光電業RATA執行情形及問題、石化業CEMS設置可行性及驗證國內監測設施標準氣體濃度之準確性,作為日後標準氣體管制及管理辦法修正之參考。 透過龐大的CEMS監測數據建立國內本土化的排放特徵,可藉以作為相關人員日後判斷各公私場所CEMS監測數據正確及合理性之依據,依不同批次分析各參數(如污染源規模、操作負載、污染源操作狀況(如使用燃料種類、起停爐期間或一般正常負載)、污染源防制設施操作條件)與排放數據之相關性、變化趨勢等排放特性剖面(profile),同時比較國內同類型、相同規模之污染源排放性差異,且與國內外相關相關文獻比較其差異與合理性。完成建置用於資料倉儲的擷取、轉換和載入 (ETL) 封裝。藉由該 ETL機制的開發及安裝至地方主管機關主機及環保署,達到環保局監測資料可自動萃取、轉換、載入彙整至環保署資料庫機制,並定期進行資料同步的目的。 為提升CEMS相關業務承辦人員之專業應用管理能力,經規劃分析後分別制定CEMS應用管理課程教材,其課程分別為監測設施分析技術原理、CEMS法規介紹、監測設施之系統查核、數據品保應用與防弊、監測設施確認程序輔導與自主管理檢核等五門課,其中數據防弊之方法與原則只針對主管機關承辦人員作講習。並邀邀多位專家學者針對CEMS應用管理課程教材之章節編排與修訂後初稿提供審查意見,再依此修訂教材。並研擬主管機關與公私場所CEMS業務承辦人員定期訓練及回訓之制度,其建置系統以網頁為操作介面,使用者可透過網際網路及瀏覽器操作系統所有功能。 為掌握我國法令主要參考對象(美、加)之CEMS發展及應用現況,於今年度2012年10月14日至10月21日規劃參訪行程,除瞭解美國聯邦及地方環保主管機關CEMS管制之背後精神與沿革外,同時到污染源現場與廠方相關人員對談,直接瞭解污染源對CEMS相關法令之態度及實際管理作為,藉由本次參訪行程,雙方不僅建立初步的友誼,也為未來鋪設交流與合作之管道。

The project of CEMS management and data statistic application for the stationary sources.

英文摘要 The purposes for this project are focus on review and control the system operation, running and management of the effects for CEMS. The targets of this project also included that helping Taiwan EPA to collect the latest CEMS regulations of foreign country, CEMS audit results for Taiwan EPA and local EPB, revise the CEMS regulations and rise up the efficiency of the management system of CEMS. We implement the air pollution control works and grasp that should be set the stationary sources continuous monitoring facilities and assist local competent authority in the management of public or private premises monitoring facilities operation and maintenance situations, computer programs, and monitoring data whether is true. Based on these results, we promote the specialized ability of applied management for CEMS business contractor personnel. We completed collecting the information of the clean air plan in next five years for CEMS control, the demands of the CEMS audit and control over the years, and the newest CEMS law of foreign country, and then we proposed the strategic framework of the next CEMS overall control, according to the domestic and international CEMS control information, the CEMS audit and control results, and the case of CEMS monitoring data which was falsified in 2010, we will propose domestic CEMS future overall control objectives and strategies from 2013 to 2015. Moreover, we make the detailed report of the foreign development for heavy metal CEMS, Hg CEMS/Sorbent Trap Monitor and PM CEMS. We develop a standard operating procedure manual, which not only contains a variety of monitoring data collection and analysis procedure, but intersperses with examples of the case of CEMS monitoring data which was falsified and verifying the data quality by CEMS data analysis methods in the text. In view of all previous counselling and audit work, we develop the counselling question registers, establishment quantity as well as fitting in law control index of public or private premises, and we complete the design of public or private premises monitoring facility establishment counselling to register the table. The semiconductor industry CEMS for 37 stacks and the flares CEMS for 31 stacks have set counseling. The petrochemical industry CEMS for 15 stacks have investigated the feasibility of establishment. The optoelectrics industries for 11 stacks have carried out relative accuracy test audit on site. Matching audit plan with the air pollution fee checking 10 flues, we select 25 samples of standard gas of six flues for six factories, and then we transport collecting samples to test the standard gas concentration. By this audit work, we assess the ability to confirm the domestic monitor facility standard gas by the domestic standard gas authentication organization, which can be used as the basis for future standard gas control and repair method By CEMS monitoring data, we establish a domestic localization emissions characteristics, which may be in order as the relevant personnel in the future to determine the various public and private spaces CEMS monitoring data is correct and reasonable basis for various parameters of batch analysis (such as the sources of pollution scale, operating load, pollution sources operating conditions (for example fuel type, since the shutdown during normal load), and the source of pollution control facility operating conditions) and the correlation of emission data and trend profile. We compare the difference of emission pollution sources for the same type and the same size at the same time, and its differences with reasonable comparison with the relevant literature. We complete the build extract, transform, and load (ETL) packages for data warehousing. Host and the Environmental Protection Department of the local competent authority by the development and installation of the ETL mechanism to reach the EPA monitoring data extraction, transformation, load compiled to the EPA database mechanism and periodic data synchronization purposes. . In order to enhance the specialized ability of applied management for CEMS business contractor personnel, we develop CEMS application management curriculum teaching materials, which contain the principle of monitoring systems analysis technology, the CEMS laws, the check of monitoring systems, the application of data quality assurance, monitoring systems confirmation procedure counselling and the independent management control. The method and principles of data a variety of measures are only for the contractor personnel of competent authority for workshops. In addition, we invite experts and scholars to review comments, and revise textbook for the CEMS application management curriculum materials, and then we develop the competent authorities and the public and private spaces CEMS business contractor personnel regularly train and back to the training of the system, which build system web interface, users through all functions of the operating system of the Internet browser. To grasp the CEMS development and application of the laws for the reference object (USA, Canada) in Taiwan, we understand the U.S. federal and local environmental protection authorities CEMS control behind spirit and the evolution, simultaneously we discussed to the source of pollution scene and the factory correlation personnel, and then we understood the attitude of the sources of pollution laws and related CEMS and the actual management by visiting U.S. from Oct. 14 to Oct. 21 2012. By the itinerary, the two sides not only establish the initial friendship, but also lay the road of exchanges and co-operation for the future.
