101-102年度桃園縣海域污染應變能力提昇暨民間機構協力處理計畫

中文摘要 國家的生存發展依賴海洋,海洋資源的利用及保護,與國家生存發展息息相關,而台灣海岸線長達一千六百多公里。為了保護海洋環境與生態,並能有效防治海洋污染,在2000年11月頒佈了「海洋污染防治法」。2001年1月希臘籍商船「阿瑪斯號」在墾丁龍坑因觸礁擱淺造成重燃油外洩的嚴重污染,重創南台灣生態環境,在這次溢油事件後,政府積極採取改進作為,並依據「海洋污染防治法」陸續頒佈了「海洋污染防治法施行細則」、「重大海洋油污染緊急應變計畫」、「海洋環境監測及監測站設置辦法」及「海洋環境分類及海洋環境品質標準」等法規。 桃園縣亦同時積極學習海洋污染的處理經驗,並遴選海洋污染應變成員,委由本計畫實施緊急應變訓練,進行應變決策、現場指揮、現場督導及操作人員的緊急應變教育訓練;在應變設備支援部分,購置水污染應變設備,配置到各地區海巡單位、漁港、工業區與環保局園等海洋污染應變團隊。為了維護珍貴的海洋資源及生態環境,減少海洋污染事件對桃園海洋暨海岸生態環境的影響,推動積極性海洋污染防治作為及建立區域性海洋污染緊急應變系統顯得相當重要,以上僅針對桃園縣海岸暨海洋背景概況分述如下: 一、海岸特性概況 二、自然生態景觀 三、藻礁生態資源 四、海洋漁業資源 綜上背景資料所述,可知本縣轄下海域極具豐富自然景觀與人為利用區域,若目前發生海洋污染事件時,處理之重擔往往均落在主管機關身上,且轄內各機關負責海洋油污染應變設備管理之人員,大多未具備屬專業機械背景,易造成設備保養不佳之情況,導致在第一時間未能利用設備之圍堵回收效能,降低污染擴散,且囿於人員職務更迭,應變承辦人員實務訓練應持恆實施;此外,目前本縣海洋油污染應變工作常因應變資源不足或通報流程之缺漏,常造成錯失第一時間該採行之應變作為,因此為使污染發生或有發生之虞時,立即透過各種傳訊工具,將污染災害現場狀況迅速通報,並協調相關機關及污染者,採取各種必要之緊急應變措施,以期防止污染災害擴大,以減少污染河川、港灣海域等環境地面水體之污染。本計畫係藉由發包開口型式合約併同海域污染應變能力提昇功能,支援與協助執行縣境海洋油污染緊急應變作業,防止污染事件擴大與清理工作,期有效提升行政效能、減少行政耗損與生態環境損失。
